<br />On motion by Mr. Wiggins, seconded by Mr. Chenney and NOTED, SUBJECT
<br />carried, the above- stated contracts are to be awarded TO COMMON COUN-
<br />to the low bidders, as recommended by the E-7 Advisory CIL & LEGAL
<br />Committee- -bid amounts and contractors as noted -- subject COUNSEL APPROVAI
<br />to Common Council and Legal Counsel approval. PROJECT E -7
<br />Commissioner Chenney requested when these bids were re-
<br />ceived as he has not seen the bid tabulations nor the
<br />contracts? Mr.. Brownell advised these bids were reviewed
<br />on Wednesday; at the bid opening, we open the bids in
<br />this office.
<br />Invitation for Bids appeared in The South Bend Tribune and
<br />Tri - County News on January 3 and 10, 1975, for Contracts
<br />1, 7, 21, 23, 24, 25, 27, 28, 30 and 38, with the bid open-
<br />ing on January 20, 1975, at 10 :00 a.m., and were received
<br />and publicly opened at the time in this office.
<br />Invitation for Bids appeared in The South Bend Tribune and
<br />Tri - County News on January 17 and 24, 1975, for Contracts
<br />3,.5, 6, 8, 10, 11, 16, 20, 31 and 32, with the bid open-
<br />ing on February 3, 1975, at 10:00 a.m., and were received
<br />and publicly opened at the time in this office.
<br />Commissioner Chenney said he has not heard of Area Services,
<br />Inc., nor American Home Improvement, and wanted to know who
<br />they are and what they are. Mr. Keith Crighton, Director
<br />of the Bureau of Housing said that most of the contractors
<br />who have been bidding; e.g., regular contractors: Madison
<br />Builders, Inc.; Verkler Construction Co. The new contractors
<br />who bid this time have done so through the efforts of our
<br />staff as we are trying to encourage other contractors in the
<br />area to work on rehabilitation projects. Area Services, Inc.
<br />is a plumbing- heating contractor that is acting as general
<br />contractor, because most of the houses he bid on require
<br />excessive heating and plumbing work, and he will sub out his
<br />carpenter work. Slatile Roofing, Inca is a roofing firm; they
<br />have carpenters on their staff, and also sub out heating, plumb-
<br />ing and electrical work. Every contractor recommended either
