7. NEW BUSINESS (Cont'd) <br />Mr. Brownell advised this contract would be administered by the <br />City Engineer's office, and that the head of the construction de <br />rtment has already agreed to approach the city on community <br />funds to provide money for these lights. He advised he felt we <br />will get the money for the lights outside of the bridge, but <br />didn't know about the lights on the bridge. The city is guaran- <br />teed 3 -1/4 Million Dollars in federal funds for community develop - <br />nt. <br />Mr. James Seitz, Superintendent of the Park Department, advised <br />that we definitely need lights. It is very important with all <br />e problems we have. He said he is sure everyone is aware <br />of their budget, as well as all the other city budgets, and it <br />is a very serious problem. Revenue sharing could be an answer. <br />Ii reference to Commissioner Chenney's question directed to Mr. <br />S itz if he could get the additional funds, through the Park <br />D partment, for the lighting, Mr. Seitz advised he would need <br />t discuss this at the cabinet meeting and get the.feeling of <br />tie Mayor. <br />C mmissioner Wade said if we can spend $13 Million and spend <br />$ 78,000 for this, that he just wanted to go on record that we <br />k ow the lights are a problem, but that somehow out of the $13 <br />Million, maybe we can find the money for the lights. There just <br />his to be an answer. We will have to go on and do it, and go <br />oi record. Everybody knows how we feel. If we can dig up $13 <br />Million, we should be able to dig up the $56,000 or whatever we <br />n ed, but we have to have the lightin . Mr. Lawson said it <br />w uld be more in the neighborhood of 140,000 with the differ - <br />e ce. <br />Mr. Wiggins moved that we award Contract No. l to the lowest <br />bidder, Arco Engineering Construction Corporation, in the amount <br />of $240,322.63, as proposed, subject to HUD approval and Com- <br />mission Legal Counsel. Motion was seconded by Mr. Wade and <br />carried. <br />C mmissioner Wade requested the minutes show that we realize <br />tie problems and recognize the need for lights. President <br />N'mtz replied that we will have it in the minutes. The motion <br />is that we award this contract to the lowest bidder, Arco <br />E gineering Construction Corporation, and that we also have <br />ii the minutes that we understand that the lighting will have <br />t be provided and we will attempt to secure these funds some <br />other way -- either through revenue sharing or in cooperation <br />with the Park Department--but that we do realize the problem <br />ii the inadequacy of the lighting. Mr. Helmen asked, "Do I <br />u derstand that to mean that nothing will be deleted from <br />t at motion? That the bridge lights and the other lights, <br />a described, will be in that part of the motion ?" President <br />N'mtz advised, "No. We have to award the bid with these <br />d letions in order to get it below the engineer's estimate. <br />Wa understand these deletions will be made and that we have <br />ai alternative solution, we hope, in the next few weeks.." <br />- 13 - <br />
