Kagel, Executive Director, Downtown South Bend Council, <br />dvised of the community's Bicentennial, on July 4th, as we have <br />een designated as one of the few cities, apparently at least in <br />his part of the country, as an official Bicentennial city. The <br />20 days, which he was just aware of, will put the completion date <br />eyond the Bicentennial date. He thought it would be a shame to <br />elay it too long and believes they will have difficulty in meet - <br />ng that deadline date as it is. The comments with reference to the <br />ossibility of drawing some line items from our contingency, etc., <br />ould be of sufficient background not to delay it. <br />ommissioner Wiggins agreed with Mr. Helmen except that he didn't <br />hink there would be anything we would be prohibited from doing <br />n terms of finding alternate sources to complete the lighting by <br />uthorizing this, as so proposed and constituted today, because <br />e didn't see how we can eliminate any other part, nor see any <br />ay we can get that lighting in without getting additional funds <br />o do it. We can make just as much progress getting additional <br />unds if we give them a proceed order on this basis - -on this <br />hase of it - -as we could by holding the whole thing up. Mr. Fred <br />. Helmen agreed to Commissioner Wiggins' comments, and said unless <br />e find other places to use the money, and if we defer, it may not <br />e finished for years. In referring to Mr. Kagel's comments for <br />he specific deadline date, we will'be living with this for several <br />ears, and just to accommodate the July 4th date - -to him - -was not <br />s important as it is to get it right in the first place. <br />. Brownell said that we do have another very urgent need to get <br />is completed, because our project ends on the 20th of June. <br />r. Karl King, Chairman, River Bend Plaza Advisory Committee, said <br />e would like to offer the importance of this in relation to our <br />entury Center. The downtown will probably be one of the most <br />mportant things. The proper hue is very important to the impor- <br />ance of this Plaza Park project in relation to this city. It is <br />ery important that we do try to find additional funds from another <br />ource. There are possibilities. <br />resident Nimtz asked Mr. King his feeling as to whether there will <br />e large public interest and desire here, and if he felt we can <br />ick up additional funds? Mr. King answered affirmatively, and said <br />e felt that way because we have a commitment of $12 Million on the <br />entury Center, and this is really a part of it. The whole area is <br />o important, and the beauty of the river is the theme of the down - <br />own, and, at night, it could be very pretty and very much used by <br />any of the people. It will be one of the prettiest things in this <br />hole city when it is completed. It will be a beautiful site! <br />- 12 <br />
