7. NEW BUSINESS (Cont'd
Commissioner Wiggins said another aspect of this is that we
should give some consideration to the fact that the money
to do this lighting is probably going to have to come from
another source, and the major probable source would be revenue
sharing, and it would be done by the city. When you get into
the revenue sharing dollar, you are in competition with a
great many other desires and some require a lot of public
support, a lot of public clamor, and a lot of screaming, frankly,
to get it. He believed they would scream more about the lights
than they would about any other single thing. So, this may be
the best leverage to get it done that way. He stated we have
to face the plain facts that we have just so much money, and
we've got a project. We don't have enough money to do it
all the way we want to do it, and this apparently from the
experts' view, is the only thing that can reasonably be pulled
out and done at a later time -- within some kind of economic.
sense, because if we pull some of it out, it would cost a
fortune to come back and do it later. The fact that they are
putting in all of the electrical underground work, so all that
is required is just actually to put the fixtures in, would make
i even easier to make this happen.
Commissioner Wiggins said he agrees with the other Commissioners
wholeheartedly. He doesn't like it either. He would much rather
see this completely done the way it was planned - -the way we had
hoped it would be done - -and he will be one of those "screaming
for the lights."
In reference to Mrs. Janet Allen's question on how lighted would
the Park be and the general lighting, after getting across the
bridge, Mr. Brownell advised there are no lights on that side
of the river where the bridge comes in- -none on the east side
of the river. Mr. Lawson advised the path actually comes down
ir front of the Park Department office, past the maintenance area.
The total package does call for lighting on our portion of the
ramp, which goes down from the east end of the bridge down to
the street level - -by the Park Department office - -that would be
lighted. All these post tops were included. There would be no
lights on the east side of the river, and on Mrs. Allen's addi-
tional comment,this was correct.
My. Fred Helmen stated, he feels very keenly about the lighting.
HE feels this is a must:: We came this far with the pedestrian
way and bridge and the lighting is very, very essential for the
Success of the Green Belt. Until we can come up with a solution,
hE suggested the Commission defer any action on this today until
a conclusion is reached that the architects specifications call
f r. He agrees on providing lighting and the success depends on
t at. "I repeat, lighting for the success of that is necessary.
Lighting is No. 1.
11
