7. NEW BUSINESS (Cont'd)
is that we would be able to build a really high- quality park,
the majority of what we wanted in the first place, and then
have every intention'of actually putting the lighting in. The
trenching is actually ;left in and the conduit for the entire
lighting for the entire length of the park, plus electrical
service for the entire park. We are lighting the Jefferson
Plaza area to an extent, which is clear to the north end and
we will actually be in a position - -Mr. Lawson felt--when
money does become available to us-- through the Park Depart -
m nt or perhaps through this body if it works out that way--
a d we would be able to go back in and put these fixtures in,
a d perhaps do part of it with our contingency.
Commissioner Wade said what he is trying to do, and this is the
job of this Commission, is try to be practical, down to earth,
a d when we get the Plaza Park done, there is always somebody
who will say this or that, but we open ourselves to very legi-
timate and severe criticism if we go over there and build a
nice big Plaza Park and don't have the proper lighting. Back
to speaking as a retailer, now it is getting so that many
people are afraid to go many places at night, and we have to
watch this. Commissioner Wade said what he wanted to know
is the day we open the Plaza Park up, will there be lights
t ere? Will we have adequate lights? Mr. Lawson answered,
" o. You are not going to have a- dequate lights under the
p esent arrangement."
Commissioner Chenney asked, "At the foot bridge -the old Trunk
Bridge, you're not going to have any lights at all on it ?"
My. Lawson said that they are routing the posts and providing
for the fixtures and providing the detail for the conduit, and
a ain, the answer to the question is, there is no lighting.
B th Commissioners stressed the people cannot go across the
b idge without lighting
Commissioner Wiggins said he thinks the real question involved
here is that we didn't build in sufficient money for the in-
flationary factor that has happened. We do not have enough
money to do the whole thing, so we either probably do it with-
Out lights, or we don't do it at all. We have to find the lights
out of some other money, some other place.
Mr. Brownell advised his thought was that we may have some
money available in one of the line items as we carry out our
various site improvements. The overage could be used for
light fixtures. When we turn the Plaza Park over to the Park
Department, we may be able to furnish them with light fixtures.
We cannot tell until we get the site improvements complete and
see how much inflation there is in other figures, or if there
is an overage.
10
