7. NEW BUSINESS (Cont'd <br />involved a budget in excess of $400,000.00, and that they had <br />t immed this down at the time the HUD grant actually came <br />t rough- -the Amendatory Grant. Mr. Lawson said they decided <br />tc organize the contract to make a basic contract, or a base <br />bid that would be within the budget, and then put a number <br />of alternates in - -in addition to the base - -and then depending <br />u on what the final bid was, they tried to carry out our in- <br />t nt - -the intent of the original planning on this park, by <br />putting back the best combination of all the items - -of all <br />the alternates with the best bid - -so they found several logi <br />c 1 alternates to pull out, and these are primarily surge or <br />i terest areas within the park. It is an axial park that runs <br />for over three blocks along the river. Along the main path, <br />t ere are various interest areas that have been designed into <br />the park. They include benches, overlooks simply textured <br />a eas with exposed aggregate or brick -- things to just add <br />i terest along the main path. <br />Alternates "A" through "M" are primarily these interest <br />modules, or these special featured areas. The Module 'AAA' <br />is an area that has eight (8) low benches, a considerable <br />amount of brick paving and concrete brick border area adja- <br />cent to the main path. It is an interesting item - -it's about <br />h if way down between the Pedestrian Bridge, which is the old' <br />r ilroad bridge and the total lot, which is clear down toward the <br />e d of the Park - -at the South end - -the Jefferson Plaza. There's <br />ar exposed aggregate alternate up by the Jefferson Bridge. We <br />dc have quite a Plaza area with tables, chairs and retaining <br />w lls, planted areas - -they are featured with brick and timber <br />j st above a series of floating docks that are right down on <br />t e River. <br />T is Alternate "J" is simply substituting the softer, exposed <br />a gregate, textured, poured asphalt, which was in the base bid, <br />s we are going from brick asphalt to an exposed aggregate. <br />T e map of the River Corridor and Master Plan was brought into <br />t e meeting which showed the features of the Park and accessi- <br />bility to the Riverscape. <br />mmissioner Wade brought up his concern about the lights. The <br />. 1 potential problem is vandalism and lighting is very impor- <br />nt for security. Lighting is very important and he suggested <br />mething else be found to delete other than the lights. <br />Mr. Lawson advised they did quite a bit of research on the lights <br />a d had actually brought the fixtures in and did quite an exten- <br />sive background research on security, light levels, etc. They <br />tried to put together a park that had as many of the original <br />features as possible. The electrical is one item -- fortunately <br />o unfortunately- -that is every easily pulled out as opposed <br />t tampering with excavation or change or:interrupt a path, or <br />n t make a path continuous for the full length.
