6. NEW BUSINESS (Cont'd <br />Mr. Gene Evans, Executive Secretrary of the South <br />Bend Civic Planning Association, asked if the speci- <br />fications have been reviewed for re- bidding? Mr. <br />Brownell. advised that the Advisory Committee is doing <br />that now to reduce items and get more reasonable <br />bids. <br />Section 3 Regulations and the New'Community Develop <br />merit Act: Authorization was requested for Mr. Frank <br />J. Alford, Assistant Director, E.E.O. Division, to <br />attend a meeting scheduled for December 17 and 18, <br />1974, with all Equal Opportunity Officers, to discuss <br />Section 3 regulations and the New Community Develop- <br />ment Act. This is listed prior, under Communications, <br />4f. <br />On motion by Mr. Wiggins, seconded by Mr. Wade and <br />unanimously carried, Mr. Alford was authorized to <br />attend the above meeting, as requested by HUD. <br />Commercial Lease: Authorization was requested for <br />Commercial Lease between the City of South Bend, <br />Department of Redevelopment, and the South Bend <br />Public Transportation Corporation, for Disposition <br />Parcels Nos. 4 -65 and 4 -87, to be continued to be <br />used as a central bus transfer location, from January <br />1, 1975 to and including June 30, 1975, to pay as <br />rent for said leased premises the sum of One Dollar <br />($1.00), and the President authorized to execute said <br />lease. * See amendment, Minutes January 2, 1975. <br />On motion by Mr. Wiggins, seconded by Rev. Williams <br />and unanimously carried, the above Commercial Lease <br />was approved and the President authorized to exe- <br />cute. <br />7. PROGRESS REPORTS <br />Central Downtown Urban Renewal Project, R -66: <br />1) River Bend Plaza Construction Report <br />Mr. Bill Slabaugh with the Department of Public <br />Works gave a report on what he is doing with the <br />pools, in covering the openings, cleaning of the <br />scale and soaking the metals parts to remove <br />the lime, so that the pools can be turned on in <br />the spring.
