7. PROGRESS REPORTS (Cont'd <br />of the completion of the work for Contract No. 5 with <br />The Hickey Company, Inc., and the release of the 7% <br />retainage. The Commissioners' request is to develop <br />a discussion on the reduction of the retention charge <br />for the next Commission meeting and the progress to <br />be made. <br />Mr. Thomas A. Oesterling, engineering consultant, ad- <br />vised that we do have a few exceptions to the comple- <br />tion of the Mall; e.g., the traffic signal authorized <br />by change order and that was not originally part of <br />the contract. The Hickey Company should not be <br />on the retainage for that change order, which is a <br />minor element, and anticipated to be completed by two <br />or three weeks. He stated that we do have problems with <br />the two pools--at the old post office and Colfax Garage. <br />The Kim representative is to be here Sunday night, to <br />be resolved next week. We have had problems with some <br />of the electrical circuits and they are actively pursuing <br />this. These are the only items that are not accepted. <br />Commissioner Wade stated the fountains are a sore spot <br />with him, and if we pay that bill, then everyone will be <br />gone, and not to minimize or detract those fountains. <br />They make the Mall. <br />Mr. Zackrocki, with The Hickey Company, said that Colip <br />Electric was to investigate some of the electrical work. <br />Up to this point, they checked everything electrical <br />and it worked, and the last pool remains to be completed <br />with Colip. The pool at the post office has a noisy <br />problem - -the pool will function. Bill Slabaugh elected <br />to have the pool shut down at the old post office build- <br />ing, and will meet Monday with the Colip representative <br />to determine what needs to be done. <br />Commissioner Wade asked if we have an auxiliary motor <br />for that fountain and also the cost of one. Mr. Zackrocki <br />advised we do not have an auxiliary motor and he did <br />not know the cost of one. Commissioner Wade said if the <br />fountains do not run, it runs the appearance of the whole <br />Mall, and he is aware that we have problems, but he doesn't <br />want the long technical excuses, he wants them running. <br />President Nimtz requested Mr. Kent Wilcox and Mr. Wayne <br />Brownell - -as this is a major item of concern - -to get with <br />Mr. Thomas Oesterling, and Mr. Louis N. Wilcox (as he has <br />requested Commission approval to be included on any meet- <br />ings on the fountains, as he has had an opportunity to <br />speak with all the technicians working on the pools and <br />can give feedback on some of the technical reactions, as <br />consultants, and have a report at the next Commission <br />meeting - -it will be contingent on whether the 7% retain - <br />age will be released to be paid. <br />- 11 - <br />
