5. 6LD BUSINESS-(Cont'd <br />In summary, without going through each one -since this <br />is a public hearing --�Mr. Lennon stated he will give a <br />four - paragraph summary without going through each in- <br />dividual case, since all interested parties have had a <br />chance to see it. The items were presented and approved, <br />as mentioned: To be eligible for a loan or a grant, the <br />applicant must hold legal title to, and live in the pro- <br />perty to be rehabilitated or occupy it under a land con- <br />tract according to the guidelines: The applicant must <br />also meet income criteria, including the provision that a <br />household's adjusted gross income must not exceed $11,000. <br />There is more regarding a table on the family size as well. <br />The guidelines say that a loan from the Emergency Repair <br />Fund would be deducted from-the total rehabilitation work <br />grant and would not be an extra grant. The loan only <br />could be used for emergency repair to correct the pro- <br />blem deemed a health or safety hazard; with an example <br />given by Mr. Lennon. <br />Mr. Lennon stated that we have for review, and each pre- <br />sent has received it, as well as the Advisory Committee, <br />the timetable for the funding, referrals, youth committee, <br />procedure, as well as the total policy as it relates to <br />the homeowners, composition for eligibility criteria, <br />definition of disabled and handicapped, other individuals <br />residing with an eligible household, the definition of <br />what an adult is, definition of who related persons are <br />in relation to families living inside the home, definition <br />of support, definition of household member, income eligi- <br />bility criteria, general definition of what income is, <br />the components of what makes up that total household in- <br />come, and items that are excluded from the household in -- <br />come, and the last item as related to allowable deductions. <br />Mr. Lennon advised he would say in order to keep somewhat <br />in continuity, many of these criteria are the same criteria <br />that will be used in the Housing Allowance Program, so that <br />those families will also be eligible to participate in that, <br />if, at a later date, the City Council does not appropriate <br />enough money to go ahead and expand the project at the end <br />of this year. <br />The E -7 Project is a six -month project, headed by Mr. Hollis <br />Hughes as the Director of the Bureau of Housing, and the <br />staff responsibility will be Mr. Bill Ellison's and Ms. Marzy <br />Bauer's•These individuals are here and Mr. Lennon requested <br />the President to declare the public meeting open. <br />President Nimtz requested the record show that proof of <br />publication has been made concerning this public hearing, <br />and the Chair now calls for any objections, approvals, or <br />comments by the public. <br />
