The <br />concurrence on the costs and the guarantees <br />was that the engineers took the right route. <br />Mr. Oesterling stated that they do plan to get <br />together with The Hickey Company and get things <br />finalled out with the Mall contract very shortly- - <br />few overrun items, deductions, etc. and hope to <br />come through with a final contract estimate and <br />change order or whatever is necessary to get it <br />all finalled out. Everything has all been docu- <br />mented and forwarded through all channels. <br />Commissioner Wade expressed concern over the <br />maintenance of the River Bend Plaza and was not <br />pleased with the last two weeks of activities <br />but that it has improved. It was stated that <br />full River Bend Plaza responsibility now rests <br />with the Board of Public Works as it relates to <br />the maintenance of the pools, general clean -up <br />and repair. The major responsibility remaining <br />with the Redevelopment Commission is to final out <br />the project and to approve or deny change orders <br />as they relate to the project. <br />2) River Bend Plaza Schedule: Mr. Louis N. Wilcox, <br />Director of the River Bend Plaza, stated the <br />interest on the part of the general public cer- <br />tainly remains high on the use and activities <br />of the Plaza. This month, with weather permit- <br />ting, the St. Joseph County Medical Association <br />are still on the Plaza every Tuesday with the <br />blood pressure booths, artists are scheduled for <br />September 21 and 22, and they are very pleased <br />the interest remains as it is and the activities <br />are going on. <br />Mr. Wilcox said the comment made to-him earlier <br />on Wednesday and is of concern to him is one of <br />the items that was pressing - -the fountains were <br />down for three weeks -- compare it to furnace motor <br />replacement in a home- -and that whoever is respon- <br />sible should be given the authority to have spare <br />parts and to not have this situation in the future. <br />3) Extension of Contract for Director's position of <br />the River Bond Plaza : Mr. Lennon said the Com- <br />missioners had given him approval to negotiate <br />a contract with Mr. Welber of Robertson's for <br />permission to extend his contract with us until <br />the end of the year, same salary and terms. Mr. <br />Lennon said he will be meeting with Mr. Welber <br />on Monday, for finalization, of Mr. Louis N.
