10. (PROGRESS REPORTS <br />Central Downtown Urban Renewal Project, R -66: <br />1) River Bend Plaza Update: Mr. Thomas A. Oesterling, RIVER BEND PLAZA <br />Senior Project Engineer, with Clyde E. Williams & UPDATE <br />Associates, advised we have some minor work to do <br />on Jefferson Street, but that the Commissioners <br />main concern today probably is the operation of <br />the pumps for the pools. Mr. Stefaniak, with The <br />Hickey Company, said they are not all in opera- <br />tion now, but will all be before the end of the <br />day. <br />Mr. Desterling said he felt the major problem <br />with these pumps has been the hard water problems, <br />the solenoid sensor with water level devices. They <br />were coated with residue from the hard water and <br />were cleaned yesterday and are back in operation. <br />He advised we had problems with Pool D- -one of the <br />motors burned out. The safety switch did act the <br />first time, but in trying to get it running again, <br />they pushed in the safety switch and they feel this <br />is what caused the motor to burn oat. Since that <br />has been repaired, Kim Lighting stood behind the <br />repair of the motor; however, the contractor feels <br />that they have some money coming for the actual <br />installing and replacement of the motor and Mr. <br />Oesterling said he concurs with this. They believe <br />the hard water problem now has been solved, and <br />that Bill Slabaugh now has a test kit and they now <br />have a recirculating system. The water is being <br />chemically treated. There will be some changes <br />of the water in recycling, so it will need periodic <br />attention. <br />Also discussed in the previous session at great <br />length were the number of vaults in the mall <br />and the resurfacing due to water leaks. We have <br />been successful in all, but one, located at Baer's. <br />It was felt the corrective action taken was 80% <br />assurance that would correct the problem. The <br />engineers have other actions that can be taken to <br />solve the problem, but each will cost more. The <br />ultimate correction element would cost substantially <br />more. <br />As to having had the vaults abandoned, the course <br />taken was due to the time element and paperwork <br />involved for approval and setting up. Reinforcing <br />the building vault would be of substantial cost. <br />The 100% foolproof protection against leakage for <br />each vault could have cost approximately $4,000 <br />- 19 - <br />
