NEW BUSINESS (Cont'd <br />in excellent condition, very hardy, and we want to keep <br />and make them functional with the proposal. <br />Mr. John Kagel raised the question if the handicapped <br />would be able to go from one side of the river to the <br />other in wheel chairs. On the ramp, the grade is set <br />for the paraplegics; however, an excessive amount of <br />money cannot be spent on the east side of the river. <br />Mr. Lennon advised that basically all we can pay for on <br />the east side will be two lights and a way to get down <br />off of the bridge. Along the ridge, for example, it <br />would allow us to come down with a set of stairs. The <br />longer range plan is developed the whole way down. Mr. <br />Lennon advised that Jim Seitz, Superintendent of the <br />Department of Public Parks., is aware of this and that <br />would have to come out of their budget. <br />Mr. Lennon said the procedure time -wise will be, subject <br />to Legal Counsel approval, to go before the Board of <br />Works on Monday, then the Board of Parks for their ap- <br />proval. We have the approval to do the work within the <br />river, with the exception of one area and that is under <br />the Colfax Street Bridge, and that was presented to the <br />Commissioners, prior under "Old Business, 8b, and authori- <br />zation received from the Commissioners to enter into a <br />contract with the Lawson Associates to do the engineer- <br />ing work for the dredging under the Colfax Bridge, and <br />the authorization to approve the advertising with the <br />Board of Works for a contruction contract, as per <br />above minutes. Everything but the planting can be <br />completed this season. <br />In answer to Mr. John Kagel's question, Mr. Lennon ad- <br />vised we need to put it out for bid, anticipate opening <br />the bids October 16, with the Commissioners approving <br />the awarding of the bid by 20th of October, and then <br />the construction could begin immediately. The precon- <br />struction conference could be held that afternoon, <br />Friday, 20th. <br />The actual completion will depend somewhat on the weather <br />conditions, per Mr. John Fisher. It would be possible <br />to get the majority of the project constructed, except <br />for the planting and seeding of the area. The contract <br />will be worded to not place the Redevelopment Commission <br />in a change order situation unnecessarily, and we are <br />looking at the 60 -day basis now. <br />Mr. Lennon advised that we are using the "Plaza Parkway" <br />as the name for this area. <br />The Commission now has had a chance to review the final <br />design work and this would be based on the prior approval <br />given on the dollar amount on the 100 foot strip right of <br />way that has already been authorized. <br />lL <br />
