OLD BUSINESS (Cont'd <br />I I.. <br />On motion by Mr. Wiggins, seconded by:Mr. Chenney <br />and unanimously carried, authorization to enter into <br />a contract with Lawson Associates to..do the engineer - <br />ing for the dredging under the Colfax Bridge, in an <br />amount not to exceed $3,000 lump sum contract, and <br />the authorization to approve the advertising with the <br />Board of Works for a construction contract not to <br />exceed $40,000, subject to HUD, Legal Counsel review <br />and approval by the Board of Works, was approved. <br />_._ <br />Report to the Community - 1974; Department of'Redevelo - <br />ment: This is a -page document that has been prepared, <br />entitled: "Report to the Community- 1974, Department <br />of Redevelopment, City of South Bend, Indiana," which <br />will be presented to the City Council outlining the <br />activities in conjunction with our department. <br />Commissioners and the news media have received copies <br />in their packets. <br />The Housing and Community Develo ment`Act of.'1974 <br />S. 3066 : Mr. Lennon advised this is a six -page <br />summary of the new Housing and Community Development <br />legislation for 1974, and a follow -up of the September <br />5, 1974 slide presentation at the Mayor's /Council <br />Caucus meeting. <br />This legislation initiates a new program of community <br />development block grants, amends public housing laws and <br />initiates a new leased housing program. It also revises <br />mortgage credit.programs for moderate and middle income <br />families, and extends and amends other laws relating to <br />housing and community development. This Act provides <br />new funding authorizations of over $11.9 billion for <br />the three fiscal years of 1975, 1976 and 1977. <br />Mr. Lennon advised that it is his recommendation that <br />there will be a need for the Department of Redevelop- <br />ment after January 1, 1975, in that it will still be <br />necessary to use the powers of the Commission in the <br />areas of condemnation, acquisition, disposition, reloca- <br />tion and the bonding power of the Commission. <br />9. NEW BUSINESS <br />Personnel Committee: Authority was requested for one <br />or more of the Commissioners (volunteers) to act as a <br />Personnel Committee and meet with Mayor Miller and <br />Mr. William Hojnacki in forming a Task Force on re- <br />organization in light of Community Development Federal <br />Legislation. <br />- 11 - <br />REPORT TO:THE <br />COMMUNITY - <br />1974, DEPT.
