8. JOLD BUSINESS (COh <br />Replying to Mr. Wiggins' question relating to the Colfax <br />Bridge problem; Mr. Dan Lawson replied that when the <br />Colfax Bridge was being modified, it was construction of <br />floodway, so the Department of Natural Resources had <br />issued a permit to cover that work and he believed it <br />was issued with the stipulation that the waterway open- <br />ing would not be diminished; in fact; to build that <br />bridge we would need some additional waterway opening. <br />At that time, they proposed to put it on the east side <br />of the river and this waterway opening has never been <br />provided so the pier on the west side is not skewed <br />parallel to the other piers and this causes construction <br />that the BNR objects to. In the terms of the overall <br />development, they give.no timetable of correcting this <br />problem, but they do expect it to be corrected. <br />Mr. Wiggins asked in the process of this dredging if <br />there is any possibility of damage to the piers or <br />foundation of the piers? Mr. Tom Oesterling with CEW <br />stated he did recall something about plans that there <br />was something noted about the future lowering of that <br />stream and if anyone else recalled seeing the article. <br />Mr. Lennon said he has the minutes going back to when <br />the change orders were approved, back in '71, when <br />Mr. Kenneth P. Herceg was with City Engineering at <br />that time (Mr. Herceg is with CEW now), and also a <br />letter from Mr. John A. Middleton (with CEW at that <br />time) dated August 14, 1970, addressed to Mr. Ashen - <br />felter, having to do with the gradient and the result- <br />ing elevation difficulty matching St. Joseph Street <br />to the existing Colfax Bridge. <br />Mr. Lennon said, as he understands it, it is strictly <br />the piling or base is going in a different direction <br />than the rest of the Bridge, and in so doing, it is <br />approximately 30 feet in dredging. Mr. Lawson said <br />is is 30 feet x 70 feet, and partially out in the <br />center as well. But to answer the question, they <br />would protect the bottom after dredging with dump rip - <br />rap, and also what is called debris, that is actually <br />a kind of protection.to prevent erosion, so we can ac <br />tually control scouring through there and avoid damaging <br />and undermining piers <br />As to Mr. Wiggins' statement that this may not be the <br />main channel, Mr. Lawson said not normally, but when <br />it gets up to flood stage -- five -year flood - -we would <br />actually get quite a bit of water over into this area, <br />and then on a "good year flood ", portions of the area <br />would build up-near the bottom-of the Colfax- Bridge <br />and the east part of it would be under water.
