8. FOLD BUSINESS (Cont "d I---- Mr. Lennon said this is to serve as notification to the Southeast P.A.C. to have the members aware of the meet- ing. Mrs. Glenda Hernandez, Treasurer of the P.A.C. Committee, is present in this meeting. On motion by Mr. Wiggins, seconded by Mr. Wade and unanimously carried,..the above public meeting is authorized at our next Commission public meeting, and will be on the Agenda, for 10:30 a.m. Colfax Bridge Contracts: Commission authorization was requested to enter into a contract with Lawson Associates to do the engineering for the dredging under the Colfax Bridge, in an amount not to exceed $3,000 lump sum contract, and also authorization to advertize with the Board of Works for a construction contract not to ex- ceed $40,000, subject to HUD, Legal Counsel review and approval by the Board of Works. This was previously discussed in the prior session with the public present. Mr. Lennon advised when the Colfax Street Bridge was re- furbished- -the first section of it - -a small area under the bridge (documented with correspondence dating back to August 14, 1970), the pier was placed in such a way that in doing so we would have to dredge out, according to the State of Indiana Bureau of Natural Resources, a certain area between the pier and back to the retaining wall of St. Joseph Street. We are now in a posiition to do so, as the river is down low and will be low for the next couple of months. Now is the time to do it and we will complete our obligation to finish the Colfax Bridge, and it will also allow us to then begin the work on the Bicentennial Park, on the Plaza Parkway, and on the Century Center, in relationships to the requirements set by the Bureau of Natural Resources. We are requesting Commission authorization and the staff is recommending that we enter into a contract not to ex- ceed $40,000 - -which we have budgeted for construction costs - -and not to exceed $3,000 - -a lump sum fee to the Lawson Associates engineering firm to do the work. They have done all the preliminary work with regards to all the other parkways, and have approval from the State Board of the Bureau of Natural Resources, and are actually in the position to fund the project if the lump sum contract involves not to exceed $40,000 in construction. Our esti- mate was between $30,000 and $40,000, and rather than getting into a change order situation, part of the Lawson contract would be that they come up with a fixed budget for this and put it out for bid.
