8. FOLD BUSINESS (Cont "d <br />I---- <br />Mr. Lennon said this is to serve as notification to the <br />Southeast P.A.C. to have the members aware of the meet- <br />ing. Mrs. Glenda Hernandez, Treasurer of the P.A.C. <br />Committee, is present in this meeting. <br />On motion by Mr. Wiggins, seconded by Mr. Wade and <br />unanimously carried,..the above public meeting is <br />authorized at our next Commission public meeting, and <br />will be on the Agenda, for 10:30 a.m. <br />Colfax Bridge Contracts: Commission authorization was <br />requested to enter into a contract with Lawson Associates <br />to do the engineering for the dredging under the Colfax <br />Bridge, in an amount not to exceed $3,000 lump sum <br />contract, and also authorization to advertize with the <br />Board of Works for a construction contract not to ex- <br />ceed $40,000, subject to HUD, Legal Counsel review <br />and approval by the Board of Works. <br />This was previously discussed in the prior session with <br />the public present. <br />Mr. Lennon advised when the Colfax Street Bridge was re- <br />furbished- -the first section of it - -a small area under <br />the bridge (documented with correspondence dating back <br />to August 14, 1970), the pier was placed in such a way <br />that in doing so we would have to dredge out, according <br />to the State of Indiana Bureau of Natural Resources, a <br />certain area between the pier and back to the retaining <br />wall of St. Joseph Street. We are now in a posiition <br />to do so, as the river is down low and will be low for <br />the next couple of months. Now is the time to do it and we <br />will complete our obligation to finish the Colfax Bridge, <br />and it will also allow us to then begin the work on the <br />Bicentennial Park, on the Plaza Parkway, and on the Century <br />Center, in relationships to the requirements set by the <br />Bureau of Natural Resources. <br />We are requesting Commission authorization and the staff <br />is recommending that we enter into a contract not to ex- <br />ceed $40,000 - -which we have budgeted for construction <br />costs - -and not to exceed $3,000 - -a lump sum fee to the <br />Lawson Associates engineering firm to do the work. They <br />have done all the preliminary work with regards to all <br />the other parkways, and have approval from the State Board <br />of the Bureau of Natural Resources, and are actually in <br />the position to fund the project if the lump sum contract <br />involves not to exceed $40,000 in construction. Our esti- <br />mate was between $30,000 and $40,000, and rather than <br />getting into a change order situation, part of the Lawson <br />contract would be that they come up with a fixed budget <br />for this and put it out for bid. <br />COLFAX BRIDGE <br />CONTRACTS AP- <br />PROVED, R -66 <br />
