8. PROGRESS REPORTS (Cont'd) <br />Mr. Lennon requested the Commissioners give <br />us until 4:30 p.m., Monday, to notify the <br />Photo -Hut owners. We can do this by phone and <br />send a telegram. Mr.Butler was requested to call <br />Mr. James Roemer, City Attorney, on this matter. <br />Mr. Karl King said these things are in the minutes <br />of the Plaza Authority for the guidelines of the <br />R-66 design. Our Committee is to blame for this <br />and we do not want any more of this to happen. <br />Mr. Simpson also advised of the businessmen and shoppers <br />complaining about the people sitting on the wall in front <br />of Robertson's - -a festering thing - -re- occurring once or <br />twice a week. Commissioners have previously stated this <br />is no problem unless harrassment occurs. A few of these <br />have occurred. Mr. Simpson termed this as a sociological <br />situation--that what is threatening to one person may <br />not be to another. <br />President Helmen said the River Bend Plaza is a good place <br />to sit. The sitting is not the problem, but the radios- - <br />they turn it on at maximum and you can hear it clear down <br />the street. <br />Mr. Butler said it would be a good idea to pinpoint the <br />specific complaints -- beyond simply sitting there. The <br />radios- -maybe something can be done about the nuisance <br />complaints. President Helmen requested a record of the <br />nuisance complaints be kept - -the sitters harrassing the <br />pedestrians. <br />Mr. Simpson advised he will take some Youth Advocacy people <br />this afternoon and have them contact them in a friendly <br />way to find out what is behind the deal -- subtly. The Youth <br />Advocacy or someone else can do it. <br />Mr. Butler advised we were told to anticipate this from other <br />mall authorities and how to handle it. President Helmen <br />said the time element tends to correct itself. <br />In Kalamazoo, Mr. Wiggins said they had problems with the <br />University students- -term loitering on the mall, and <br />others - -what they did was put ten (10) extra uniform police- <br />men on with police clubs to keep the people moving. Their <br />response was a few bleeding hearts were threatened, and said <br />they would go ahead and sue, and it all died off - -none came <br />to trial or judge. <br />Mr. Lennon advised the Police Department has small mobile <br />units and are training people now, and this might help. <br />With the motorized vehicles, they will have better coverage. <br />We may need more uniformed officers- -male rather than female- - <br />to cover the harrassment. <br />- 12 - <br />
