The question raised is that Indiana Statutes and ordinance establishes the cabinet form Of gov rnment with the power to place executive boards, commis- sions, authorities, departments, offices, divisions, and bureaus within one of the principal executive departments to the Mayor and not to the Council. Either the Department of Community Development through Redevelop- ment, or some semblance thereof, would begin to hold public hearings with the Southeast PAC next week to get something done - 13 -
