7. PROGRESS REPORTS (Cont'd <br />Conrad Damian, Neighborhood /City Liaison Worker <br />for the Southeast Side PAC, requested the Commission <br />go on record that the City Council take it out of <br />Committee and set it up for public hearing. Take <br />these proposals up with and to the people and set <br />them up for the Southeast Side, SE #l, residents. <br />Mr. Lennon said this proposal came out of the neighbor- <br />hood meeting and the people asked to be heard. When <br />the Senior Citizens project fell through, they felt <br />it is important to make this proposal and have it <br />submitted to the Common Council and that the $313,000 <br />be allocated from the current Revenue Sharing funds <br />to be used in rehabilitation, demolition and relocation <br />this year. They did not want it set aside for some <br />other use. This is the proposal at least for this <br />year, and for the other two years, the money to complete <br />the project would be from whatever sources may be avail - <br />able - -if community development becomes available or <br />some other source. They are mainly requesting the <br />$313,000 should be allocated to the Southeast side- - <br />at least that amount of money- -and it not be used for <br />developing other types of programs that the City Council <br />or city administration may propose to do. They are re- <br />questing approval of this - -a request from the people. <br />Mr: Don A.Wiggins said this area has been of some concern <br />to this Commission for a long period of time. We have <br />expended a great deal of effort, money, planning, surveys, <br />etc. We camep with project suggested by HUD for the <br />area; HUD then advised to change to other type of funding; <br />then the rules were changed to NDP type of program and <br />we put that together; changed again by HUD; and later <br />came back as the project we now have with the boundaries <br />and met with groups and spent considerable amount of <br />time. For the Federal Government to fund at this time <br />the staff in this department has packaged a proposal <br />for the City Council and it is now gathering dust in <br />the Committee. There is no other place to go for money. <br />For immediate action, the City Council has it within <br />their power and within gheir grasp to do something <br />for the Southeast side. We have the proposals before <br />them. We would appreciate the news media and press <br />to bring this before the public and have them fully <br />aware of the problem and with your help we perhaps <br />can get the type of support and action we need. <br />Mr. Lennon advised one phase of Southeast rehabilitation <br />of homes would be to sustain rehabilitation. We have <br />proposed the block program of housing and it includes <br />this type of project for the stabilization of the neighbor- <br />hood. The Commission has given endorsement prior on the <br />$60 Million Dollar Housing Program which will help families <br />in the county and Mishawaka, as well as South Bend. <br />- 13 - <br />
