President Helmen said the <br />initi 1 Mall design was done and we have it; however, this <br />porti n of the design was omitted. <br />In this amendment, Article VI -F shall be revised to read that <br />the total compensation paid the consultant for Phase II in <br />their contract shall not exceed the following maximum sums <br />based upon projected cost of $4,900,000 using data from current <br />Contract No. 2 and No. 5 for completing the entire project. <br />Sery es included in Phase 11: $382,200. <br />On mo ion by Rev. Williams, seconded by Mr. Chenney and unani- <br />mouslY carried, the amendment to contract for professional <br />services was authorized, as noted above, and the President <br />and Secretary authorized to execute. <br />e Change Order No. 8 to Contract No. 5, Phase III: CHANGE ORDER NO. 8 <br />This dontract is with The Hickey Company, Inc., and the TO CONTRACT NO. 5, <br />Chang Order is for an increase in contract amount of PHASE III, R -66 <br />$16,579.00, for permanent traffic signals at Western <br />Avenu and the new Pedestrian Way intersection, R -66. <br />In thE interest of keeping costs to a minimum, the original <br />conce t was to provide a pedestrian crossing at the inter <br />secti n of new St. Joseph Street and Western Avenue. In re- <br />viewi g the original concept existing (now corrected with <br />tempo ary signals) in the construction stage, it was deter- <br />mined not to be the best practical solution for the follow- <br />ing reasons: <br />1) Pedestrian inconvenience. <br />2) Inconvenient access to present and future retail <br />business from north side of Western Avenue to the <br />south side. <br />3) Inherently pedestrian safety will be improved with <br />the revised signalization plan. <br />In st dying the situation and reviewing with Mr. Clem Hazinski, <br />City lraffic Engineer, an agreement has been reached that the <br />intersection warrants an expenditure of $16,579.00 to improve <br />pedestrian traffic flow across the intersection, north and south, <br />through the west side of the pedestrian way area. <br />Mr. Slabaugh said the concern with the original signalization <br />plan was with cars coming through which created an optical illu- <br />sion ind the pedestrians were walking in- between. Originally <br />it wa planned to take all pedestrian traffic off the sidewalk <br />and tie pedestrians were to walk around St. Joseph Street to get <br />acros Western Avenue. Retailers and the workmen called this to <br />our a tention concerning the pedestrians and traffic. This was <br />origi ally planned this way by our consultants for the Mall to <br />cut c sts. They had recommended, and are recommending, two sets <br />
