PROGRESS REPORTS (Cont'd <br />28, 1973, - The elections to elect a Chairman, Secretary <br />and Treasurer were postponed and will be made at a later <br />date. <br />Mr. Alford stated in regards to affirmative action and <br />minority affairs, this Committee and its national relation- <br />ship and input gives him a tool to use in case he needs <br />techn cal assistance on a higher level to make his efforts <br />in South Bend for minority entrepreneurs more successful. <br />e Rehabilitation Financing Work Project Report: <br />This is a joint report of the Rehabilitation Financing <br />work rroject they attended in Rochester, New York, on <br />May 1 through 4, 1973. <br />The 1 gislative authority for Section 312 programs expired <br />June 0, 1973. Efforts are being made to salvage the <br />program. The general opinion of most cities was that <br />despite the problems of administering a rehabilitation <br />program that only through the continued efforts of the 312 <br />Program or something similar will cities be able to meet <br />the challenge of urban decay. <br />f. Business Relocation: Mr. John A. Kotzenmacher, <br />Business Relocation Director, submitted his written re- <br />port for the month of July, 1973: <br />One claim was paid to the Vogue School of Beauty Culture, <br />in the amount of $19,293.53, approved in full by HUD. <br />g. Downtown Rehabilitation, R -66: Mr. Edwin R. Bauer, <br />Rehabilitation Architect, submitted his written report for <br />the month of July: <br />1) Ro al Inn's food and beverage facilities should be com- <br />plete ready for business by August 10th. Landscape <br />work a �nd <br />d exterior decorative tile work needs to be completed. <br />2) Po tal Facility needs glazing work to be done along the <br />Monroe Street facade. Acceptance date is tentatively set for <br />August 17th; transfer move and opening date set for Sept. 3, <br />1973. <br />3) JMS Annex Building, 123 W. Washington Street, is 75% <br />comple a in steel erection and second level building masonry <br />facade Interior partitioning and show window buckhead work <br />has begun. Completion date for main floor tenants is set for <br />October 1-- approximately 60 days late due to steel delays. <br />4) Of ice Engineers moved into their rehabilitated space at <br />121 So th Michigan Street, formerly Spiro's. Masonry wall <br />work his started-- on.East Hibberd Court addition to Office <br />Engineers.
