4. RECEIPT OF SEALED BIDS (Cont'd <br />President Helmen: "You as excited as we are ?" Mr. King: <br />"Yes, I am." <br />Next as a statement by Mr. Fred J. Helmen, President, Re- <br />development Commission, regarding the Downtown Construction <br />Proq am: <br />The South Bend Redevelopment Commission is pleased <br />today to receive the bid of two of the community's <br />largest corporate citizens, the Associates' and the <br />First Bank & Trust Company, to purchase land for a <br />multi - million dollar downtown construction project. <br />This is the largest such proposal the Commission has <br />received, and it gives us every prospect of an early <br />and successful completion of our downtown urban re- <br />newal program. <br />The Commission will give prompt consideration to this <br />bid and will proceed with the negotiation for sale of <br />two adjacent parcels as part of the total construction <br />proposal of the Associates and the First Bank & Trust <br />Company. <br />The proposal, as outlined to us by Associates and <br />First Bank officials, firmly anchors downtown renewal <br />to the North. It will complement the plans for the <br />Michigan Street pedestrian way and the Civic Center <br />along the St. Joseph River. <br />The Commission is charged with assuring the best and <br />highest use of all redevelopment land. This will be our <br />major concern as we consider this proposal. <br />The bid we received today is further evidence that the <br />downtown core of our city will remain the business and <br />commercial center of the Michiana area as well as the <br />focal point for governmental and civic life." <br />Mrs. Janet Allen asked if there is a limit as to the number <br />of stories? It says two or more stories. What is the limit <br />set? President Helmen said there is no limit set. Mr. Wiggins <br />said in this morning's Press Conference, the limitation of build- <br />ing n that area would be determined in part of the construction <br />of the garage facility. Their real aim here is to create an <br />aesthetic value, as well as create facilities for their use. <br />They are being limited somewhat by the parking facilities and <br />also by the height over - shadowing of the building. This is how <br />I understood it. <br />President Helmen said it was further stated they were not in- <br />tend'ng to build a monument, but build a quality building, <br />corr ct?
