-3_ <br />recommendation <br />of the Executive Director: <br />The following <br />types of - appointments shall be made by the Executive Director: <br />(1) Permanent <br />a pointinents. For a regularly established position, subject <br />to <br />a probationary period of six months, such an appointment shall en- <br />t <br />tle the employee to all.the benefits of the Redevelopment Department, <br />(2) Te <br />mporary ointment. For a definite time limit not to exceed six (6) <br />months. <br />An employee on temporary status is not entitled to the benefits <br />for <br />permanent employees. <br />(3) P <br />rt- time Appointments. Part -time employees will be engaged when special <br />s <br />ills are needed or temporary excess work load arises, and will be author- <br />i <br />ed by the Executive Director. An employee on part -time status will <br />not <br />be entitled to any of the benefits for permanent employees. <br />S. SELECTION <br />OF APPLICAWS. <br />Persons des <br />ring employment shall file written applications setting forth their <br />qualifications, <br />experience, references, and other information as may be requested. <br />6. CHANGE <br />OF STATUS OF D1PLOMW . <br />a. Promotions. <br />Vacated or newly established positions will be filled to the <br />extent consistent <br />with efficient operation, by the promotion of qualified employees. <br />" Open positions <br />shall be posted in the various Redevelopment Offices five (5) days <br />prior to public <br />posting. <br />b. Demotions. <br />An employee may be .demoted for one of the following reasons: <br />(1) If he has been found unsuited for his present position but may <br />be expected to give satisfactory service in a lower paying <br />position. <br />(2} If his position has been either abolished; or reallocated to a <br />lower paying class and he cannot be transferred to a position <br />of equal pay. It is to be clearly indicated on all personnel <br />records that the demotion in no way reflects on the employee's. <br />performance or ability. <br />c. Tr <br />sfers. ,. <br />(1) Employees shall be transferred within the organization as far <br />as practicable to positions where their highest skills.will be <br />best utilized. <br />(2) j9hen transfers of personnel are necessitated by organizational <br />chaziges, every e�fort shall be rude to place the affected employees <br />
