A -1 Project: This is a Memorandum, undat d, received along with a brief history of the South- east 33ide PAC and a proposed contract between the Depart- ment f Redevelopment and the Southeast Side Neighborhood Proje t Area Committee Advisory Board. This utlines a history of problems they have had over the y ars , which seems to be a lack of communication.. Mr. Taylor advised they have had three meetings with the C mmittee in the last two weeks and will try to meet vith the PAC Committee monthly. Revo 4illiams said the problem seems to be a lack of comma ication. The residents do not understand why we are w rking on the Northeast side (Code Enforcement) and not oi the Southeast side, when this area needs it more. Mr. Taylor advised nothing has happened in the South- east )ecause the program has not been approved by HUD. The D partment has submitted all the different types of ap lications that can be submitted for the South- east rear Survey & Planning Application, General Neigh orhood Development Program and the Neighborhood Devel pment Program. The Southeast side is not eligible for tie Code Enforcement Program, which is what the North ast has. Mr. Taylor said the NDP application was submitted in Octob r, 1971. He started working for the Department on Ja uary 3, and on the 5th he asked for clarifica- tion f the program from HUD. Staff has had no com- munic tion from HUD relative to this until March 17th. HUD his requested complete diagnostic and urban renewal plans before they will consider an application and this is not per guidelines. If HUD does not have this informa- tion From us and other cities submit the information, the other cities will be given more consideration when con- parino the applications we have been told. Approximately five pplications have been submitted to HUD for the South- east tide. Rev. 4illiams said the Committee heard the applications had b en approved. Mr. Taylor said we have never received approval for any of the Southeast applications. Miss olsky was in our office last evening and was re- quest d to contact Mr. Garret Muliens, President of the South ast PAC Committee.
