Memorandum from Southeast Neighborhood Project <br />Area ommi ttee, Ind. A -1 Project: This is a Memorandum, <br />undat d, received along with a brief history of the South- <br />east 33ide PAC and a proposed contract between the Depart- <br />ment f Redevelopment and the Southeast Side Neighborhood <br />Proje t Area Committee Advisory Board. <br />This utlines a history of problems they have had over <br />the y ars , which seems to be a lack of communication.. <br />Mr. Taylor advised they have had three meetings with <br />the C mmittee in the last two weeks and will try to <br />meet vith the PAC Committee monthly. <br />Revo 4illiams said the problem seems to be a lack of <br />comma ication. The residents do not understand why we <br />are w rking on the Northeast side (Code Enforcement) and <br />not oi the Southeast side, when this area needs it more. <br />Mr. Taylor advised nothing has happened in the South- <br />east )ecause the program has not been approved by HUD. <br />The D partment has submitted all the different types <br />of ap lications that can be submitted for the South- <br />east rear Survey & Planning Application, General <br />Neigh orhood Development Program and the Neighborhood <br />Devel pment Program. The Southeast side is not eligible <br />for tie Code Enforcement Program, which is what the <br />North ast has. <br />Mr. Taylor said the NDP application was submitted in <br />Octob r, 1971. He started working for the Department <br />on Ja uary 3, and on the 5th he asked for clarifica- <br />tion f the program from HUD. Staff has had no com- <br />munic tion from HUD relative to this until March 17th. <br />HUD his requested complete diagnostic and urban renewal <br />plans before they will consider an application and this <br />is not per guidelines. If HUD does not have this informa- <br />tion From us and other cities submit the information, the <br />other cities will be given more consideration when con- <br />parino the applications we have been told. Approximately <br />five pplications have been submitted to HUD for the South- <br />east tide. <br />Rev. 4illiams said the Committee heard the applications <br />had b en approved. Mr. Taylor said we have never received <br />approval for any of the Southeast applications. <br />Miss olsky was in our office last evening and was re- <br />quest d to contact Mr. Garret Muliens, President of the <br />South ast PAC Committee.
