4. <br />ICATIONS (Cont'd <br />Mrs. Cain's inquiry, who is with the South Bend, Indiana <br />Model Neighborhood Housing Committee, serving as confirma- <br />tion of her telephone conversation of March 30, advising <br />it does not appear HUD will be able to fund Ind. E -6 <br />Project this fiscal year. <br />The Area Office is.concludin.g the necessary reviews on <br />all 0P submissions for Indiana. Based on these reviews; <br />as well as the project selection criteria as printed in <br />the federal Register on November 25, 1971, project will <br />be ranked and final funding decisions made. A decision <br />on t e South Bend application should be forthcoming no <br />late than April 30, 1972. <br />Code Enforcement applications from South Bend are being <br />reviewed. Due to the amount of money sub - allocated to <br />the Area Office for Code Enforcement and to the demand <br />for this money by various communities, it does not ap- <br />pear likely Ind. E -6 Project will be funded during this <br />fiscal year. In addition, any approved second year fund - <br />ing for Ind. E -3 Project and /or Ind. E -5 Project would <br />be from the same sub - allocation. <br />Mr. teven J. Hans is Director of the Area Office. Ind. <br />E -6 is our (oriel Cities West Code Enforcement <br />Appl1roject <br />cation. <br />Mr. i iggins moved the above letter be received and placed <br />on file, seconded by Rev. Williams and unanimously carried. <br />c. HUD letter dated March 31, 1972: This letter is <br />over the signature of Mr. David Marr, Program Manager, <br />HUD Area Office, confirming telephone conversation with <br />Mr. L. Glenr ?arbe, Associate Director, that the submittal <br />of HUD Form 6202, Certification of Non -Cash Local Grant -in- <br />Aid or the Gul -de -sac south of the Industrial Expansion <br />Proj ct, Ind. R -56, is not approved, and that procedures <br />to close out this Project are underway. <br />Mr. Barbe, in personally visiting the Area Office, was <br />shown that the- close -out procedure had already been in- <br />stituted by HUD and that.at least 60 to 90 days w =ould be <br />needed for processing this Certification. To delay the <br />close -out of the Project for this time would cost the <br />City, in addition to interest payments, an amount to <br />exceed the $7,767.00, for the Grant -in -Aid requested. <br />The Regional Office Fiscal M=anagement Officer suggested <br />the C rtification be returned as not approved and close- <br />out procedures continue as planned, with close -out date <br />of April 20 anticipated. <br />The final close -out documents have now been submitted to <br />the Area Office for final approval. Per Mr. Barbe, ap- <br />proximately 13,000.00 cash refund is anticipated as an <br />excess Cash Grant- in -Aid to the Project. <br />- 5 - <br />HUD 6202 SUBMITTAL <br />NOT APPROVED, INDUS- <br />TRIAL EXPANSION <br />PROJECT, IND.
