Motion was seconded by Rev. Williams and unanimously carried. Mr. C. J. Davis was in the audience and said he will try bidding again on the next contract. Mr. Bruce C. Hammer- schmi t, Commission Legal Counsel, advised that legally the Commission cannot accept an incomplete bid. Our . hands are tied by State Law and there is no flexibility. Mr. Wiggins suggested Mr. Davis counsel with our staff to ma a sure all necessary steps have been taken to submi a bid document.
