a
Pres i
he be
be ne
C i ty
the i
resol
consu
EW BUSINESS lCont'd
he consultants, believe that other means exist to pro-
ide the same °1 evel of limited vehii'cul ar •access . to the
ore without carrying traffic across the Mall area. Of
ignificant consideration is the fact that by carrying
raffic across the Mall area, opportunities for develop
ng major urban spaces to serve the entire community are
ost, and would negate development of private.sector con
ributions to such development.
t would appear.that the .plan now under consideration by
he Redevelopment Commission for the Pedestrian Way, re-.
uires re -study and re- design in order to eliminate any
ehicular violation of the Pedestrian Mall and to pursue
he development of major .open spaces within the Mall
rea. The re -study recommended for the Pedestrian Way.
hould consider intensive Mall development with complete
edestrian continuity between Colfax and Wayne and less
ntense P edestr.ian Mall treatment for the remainder,of
he proposed Pedestrian Way -- specifically the area north
f Colfax and south of Wayne Street.
/s/ Edwin M. Rams
/s/ Robert P. Werner
/s/ Paul Finfer
ent Helmen said the meeting was a very fruitful one and
ieved because of the consultants' recommendations it will
essary to call :Mr. -Evans Woolen' back and meet with our
ngineer, Traffic Department. The cut -off traffic from
tersection poses some problems which will have to be
ed. He recommended calling this meeting shortly for
tation.
Mr. Wiggins moved for the acceptance of the consultants' re-
comme dations, and recommended the various contractors as well
as people involved be re- called to, resolve the above problems.
Said motion was seconded by.Mr. Chenney and unanimously
carried. -
c. Model Cities Over -All Contract:. The Model Cities
Relocation Plan is to provide a series of comprehensive
and well coordinated services to Model Neighborhood Resi-
dents about to be displaced by,Dousing activities; i.e
Code Enforcement, Urban Renewal and public improvement
projects. This is an over -all contract with Model Cities,
South Bend Community School Corporation and the South Bend
Department of Public Parks. Mr. Ashenfelter, said we will
have three contracts for one type of operation, and authori-
zation for the over-all-contract-was requested, subject to
Legal Counsel approval.
Above motion was made by Mr. Wiggins, seconded by Mr.
Chenn y and unanimously approved.
-8-
MODEL CITIES OVER -ALL
CONTRACT AUTHORIZED
