Parking Structures <br />The identification of sites for off- .s.treet parking has been <br />based upon a total development plan for the.Central area.- <br />The future development of parking structures -can and will <br />be based upon the market demand for such facilities. It <br />is of utmost importance that the land identified for parking <br />use be reserved for that purpose., <br />5. Surface Parking at Governmental Com lex <br />It is the opinion of the consultant team that no surface <br />parking be permitted in the Governmental Complex.block. There <br />is sufficient parking in the immediate area of the facility <br />available to satisfy the needs generated by the Governmental <br />Complex. <br />6. The intrus.i.on. of vehicular <br />traffic on Washington Street and Jefferson Boulevard does <br />essentially segment the Mall and ,create ,a series of inde- <br />pendent and isolated areas which would be counter - productive <br />to the concept of developing a totally integrated core area. <br />-7, <br />
