Temporary Relocation: Mr. Bellinger ap- <br />pr sed the staff has continued exploring temporary <br />re ocation facilities, and hopes, within the next <br />three weeks, to develop a proposal to submit for <br />bids to determine costs. <br />f. Executive Director: Mr. Bellinger stated <br />th t he has enjoyed working for this Commission, <br />an that his appointment as Executive Director for <br />thE Area Plan Commission of St. Joseph County will <br />give him a greater opportunity to expand his know- <br />le ge in urban problems. <br />Mr Harrison Miller said, reflecting the staff and <br />himself, having Mr. Howard Bellinger, Executive <br />Di ector, has been a rewarding experience. We have <br />all gained a great deal and he has been a very fair <br />ma to work with. <br />g. Redevelopment Personnel: Mr. Helmen <br />as ed: W" hat are we doing about the salaries ?" <br />Mr. Bellinger apprised Mr. James A. Bickel, City <br />Controller, has submitted a memorandum to all de- <br />partment heads, requesting salary proposals for <br />their employees, prior to March 13th,.for the 1971 <br />Salary Ordinance. Mr. Bellinger said he has not had <br />an opportunity to discuss this with the Commission. <br />Mr. Helmen suggested that it would be a good idea <br />if we are able to have a special Commission meeting <br />before the 13th. He said: "Some of the staff are <br />grossly underpaid. We need to bring the salaries <br />up to a decent level." <br />Rev. Williams asked what is being done on the re- <br />tirement program? Mr. Barbe apprised the plan is <br />awaiting the approval through the state, and, if <br />approved, the insurance company will take the plan <br />to 4UD. The plan has been verbally approved by <br />HUD. <br />Mr. Helmen stated: "I have heard that our -empl- ogees, <br />come under the same rule and regulations of the <br />Per onnel Department of City Hall. My question is <br />do we select our people for our staff, or are we <br />told?" Mr. Bellinger stated there is no direction <br />from the City as to who we should, or should not, <br />hire. However, the City does provide us with pro- <br />fessional analysis of applicants' ability to per- <br />form a particular job, using recognized testing <br />tec piques.
