6. NEW BUSINESS (Cont'd <br />On motioi by Mr. Helmen, seconded by Mr. Wilhelm, <br />Resoluti )n No. 282 was approved and unanimously <br />carried. <br />b. R solution No. 283: This Resolution is <br />to concu that the Commission is in support of the <br />Code Enf rcement Program proposed for the near North- <br />east sec ion of the community. It is the staff's <br />plan to submit a resolution to the South Bend Common <br />Council, on Monday evening, December 8, 1969, for <br />their co sideration to approve the program and <br />authorization to submit the application -for funds <br />to HUD. Mr. Bellinger apprised our Commission and <br />staff will play an important roll in this project <br />and that this will be s- rictly a code enforcement <br />project, and not a rehabilitation program, such as <br />LaSalle Park. It is a preventative program and <br />only a few of the properties will have to be ac- <br />quired and should not exceed 20. This Program of- <br />fers Fed ral assistance funding to rehabilitate the <br />dwelling!, with low- interest loans of 3% to property <br />owners qualifying, and also a provision for grants <br />up to $3,000 for rehabilitation of dwellings to <br />qualifie low- income property owners. Some 40 blocks <br />are involved, encompassing approximately 220 acres, <br />comprisec of 850 to 855 dwelling units, of which about <br />325 will be in need of repair. <br />Six meetings with area residents have been held, at <br />which time the program was fully explained. Most <br />of these meetings were well attended. A sound base <br />has been established for the Project Area Committee, <br />consisting of a broad representation of area residents. <br />HUD representatives have taken a tour of the area and <br />have found it to be eligible and recommend submitting <br />the application to the Common Council at the earliest <br />possible date. The staff met with the Common Council <br />yesterday to review the application. This is a col- <br />laborated effort with the Area Plan Commission, City <br />Engineer, Building Department and the Department of <br />Redevelopment. Many hours have been spent over a <br />period of almost a year. <br />President Wiggins asked the properties that have to <br />be acquired and whether they will go through this <br />office or the City, and who will be responsible for <br />demolition? Mr. Bellinger apprised the Building De- <br />partment will be responsible for demolition and <br />that the ost of demolition will be paid out of <br />project c sts. This program does not include land <br />acquisiti n, except for street widening pruposes, <br />if necess ry.
