One Rehabilitation Grant for Parcel 1 -4 in the LaSalle ONE REHAB. GRANT, <br />Park Project, R -57, received Commission approval on motion by LASALLE PARK, <br />Mr. Helmen, seconded by Mr. Kompar. These grants are made avail- R -57 <br />able to eligible property owners in urban renewal project areas <br />who need assistance in order to bring their home up to standard. <br />d. Upon-staff recommendation, the Commission made a deter- <br />mination on appraisal.values on acquisition parcels for the Cen- <br />tral Downto n Project, R -66, by adopting a policy of f o rwarding <br />the average of the three appraisals to the HUD office in Chicago <br />for concurrence on motion by Mr. Kompar, seconded by Mr. Chenney. <br />This is the policy the Commission has used for all of South Bend's <br />urban renewal projects, and in each case it was decided to be the <br />fairest method. Adoption of this policy does not mean that ac- <br />quisition is imminent, but only that all preparatory steps are <br />being taken in order to be ready for acquisition upon receipt of <br />the necessary approvals of the project from the federal government. <br />The post office is desirous of building its facility as quickly <br />as possible, although they are aware of the length of time it <br />takes for urban renewal projects to materialize. <br />e. Pair. Wiggins read a lovely resolution in which the Secre- <br />tary, Gene Skeldon, was commended for the performance of secre- <br />tarial duties and other things, and it was unanimously adopted <br />on motion by Mr. Kompar, seconded by Mr. Chenney. Gene is mov- <br />ing to Ohio in August and leaves the Commission and staff with <br />regret. The resolution and the many kind expressions of friend- <br />ship are de ply appreciated. <br />6. PROGRESS REPORTS <br />a. "Fl ina Squad," Youth Employment Program, LaSalle Park, <br />R -57. The group of boys who have adopted the name Flying Squad" <br />are doing an excellent job in following Redevelopment staff assign- <br />ments for keeping grass cut and lots clean. These boys work under <br />the sponsorship of the LaSalle Fillmore Neighborhood Center. It <br />was noted that the rules for employment are impressive and adhered <br />to strictly.
