The <br />1. <br />dev <br />par <br />and <br />min <br />Gov <br />(he <br />ecu <br />Resolution No. 4) <br />CERTIFICATE OF RECORDING OFFICER <br />undersigned hereby certifies that: <br />He is the duly qualified and acting Secretary of the South Bend Re- <br />lopment Commission, Governing Body of the City of South Bend, De- <br />nent of Redevelopment (hereinafter called the "Local Public Agency") <br />;he custodian of the records of the Local Public Agency, including the <br />Ltes of the proceedings of the South Bend Redevelopment Commission, <br />:ruing Body of the City of South Bend, Department of Redevelopment <br />- inafter called the "Governing Body "); and is duly authorized to ex- <br />this certificate. <br />2. Attached hereto is a true and correct copy of a resolution including <br />the 'WHEREAS clauses, adopted at a meeting of the Governing Body 7th <br />day of January , 1960 . <br />3. 1 Said resolution has been duly recorded in the minutes of said meet- <br />ing 4nd is now in full force and effect. <br />4. Said meeting was duly convened and held in all respects in accordance <br />witb law and the by -laws of the Local Public Agency. To the extent requir- <br />ed by law or said by- laws, due and proper notice of said meeting was given. <br />A legal quorum of members of the Governing Body was present throughout <br />said meeting and a legally sufficient number of members of the Governing <br />Body voted in the proper manner for the adoption of said resolution. All <br />other requirere nts and proceedings under option of said resolution. All <br />other requirements and proceedings under law, said by -laws, or otherwise, <br />inci ent to the proper adoption of said resolution, including any publication, <br />if r quired by law, have been duly fullfilled, carried out, and otherwise ob- <br />ser ed. <br />5. If the seal appears below, it constitutes the offical seal of the Local <br />Public Agency and was duly affixed by the undersigned at the time this cer- <br />tificate was signed.
