This Resolution shall take effect immediately. <br />Mr. L uis introduced a resolution to accept the Offer of the United States to <br />make aa Advance of Federal Funds to aid in financing the cost of surveys & plans <br />for the urban renewal project No. Ind. R -7. Mr. Koczan seconded the resolution. <br />It was imanimously passed, and the necessary forms were executed. <br />Mr. Sucher suggested in planning our second project the City should pay planning <br />and administrative costs and work with the 3 /4 Grant Allocation Formiula; the <br />advantages to this would be as follows: <br />(1) It would enable us to go ahead with the planning of the 2nd <br />project immediately, regardless of the survey and planning approval date of <br />this project. <br />(2) It would save time. <br />(3) Our existing City Budget would be adequate for this. <br />(4) SELECTION OF ACQUISITION APPRAISERS <br />One problem in connection with the appraisals in the Sample St. Area is the <br />required legal description of each piece of property, along with the correct <br />present owner. We cannot supply the necessary data by using the Assessor's <br />record3 because they are not quite up to date. <br />The Title Company seems to be our only way to secure adequate legal descriptions. <br />An approximate $ 2 charge would be involved for each unit, for which our <br />federal budget would have to be revised for this additional amount. Further <br />instructions from U. R. A. will be sought on this problem. <br />There are 700 appraisals to be done (350 units, each requiring 2 appraisals) . <br />Six firms are being considered for this work, each of whom have already <br />submitted its bid for varying portions of the work. <br />Mr, H lmen stated he thought there would be more uniformity and less confusion <br />if 4 ap raisers handled the job, with each doing one appraisal for one -half of <br />the area. <br />-4- <br />
