(3) AC4EPTANCE OF OFFER FOR FEDERAL PLANNING ADVANCE Mr. Sucher reported that the U.R.A. has approved our submission of the Eligibility & Relocation Report., and offered an Advance of Federal Funds to aid us in financing the cost of final surveys and plans for the urban renewal project. The amo t of the Planning Advance is $70,507-87. This is the amount of federal funds th t will be allowed us until the end of the planning stage. Mr. Baer explained the legal conditions of the Contract for the Planning Advance. suppiemi tendered the "Loc of Feder and plan urban re s aid ing RESOLUTION ACCEPTING THE OFFER OF FEDERAL ADVANCE WHEREAS, under Title I of the Housing Act of 1949, as amended and anted, the United States of America (herein called the "Government ") has to the City of South Bend, Department of Redevelopment) herein called al Public Agency ") an offer, hereinafter mentioned, to make an Advance al funds to the Local Public Agency to aid in financing certain surveys s for an urban renewal project, designated Project No. Ind. R -7 in the newal area described therein; and WHEREAS the Local Public Agency has given due consideration to BE IT RESOLVED BY South Bend Redevelopment Commission, Govern - of City of South Bend, Department of Redevelopment, as follows: Section 1. The offer of the Government to the Local Public Agency, dated 21 July, 1959, designated "Contract for Planning Advance ", Contract No. Ind. R -7 (A), consisting of Parts I and II, under and subject to the provisions, terms and conditions of which the Government would make an Advance of Federal funds to the Local Public Agency to aid in financing the cost of certain surveys and plans fo an urban renewal project, designated Project No. Ind. R -7, situated in the C'ty of South Bend, Indiana, is hereby in all respects accepted. Section 2. The Local Public Agency agrees to abide by all of the provisio s, terms and conditions of said offer. Section 3. The President of the South Bend Redevelopment Commission, Governing Body of the Local Public Agency is hereby authorized and directed forth - with to send to the Housing and Home Finance Agency two certified copies of the proceedings of the Local Public Agency in connection with the adoption of this Resoluti n, together with two certified copies of this Resolution, and such further docume is or proofs in connection with the acceptance of said offer as may be request d by the Government. 3
