3. SURVEY & PLANNING APPLICATION (cont'd) <br />The ne t step of addressing the Council will be taken by, Mr. Sucher at the next <br />Council Meeting, in which he will explain the requirements of the application <br />to the Federal Government. <br />4. COMBINED CITY RELOCATION STAFF <br />The id a behind the Combined City Relocation Staff is primarily for the Rede- <br />velopment Commission to work together with the Housing Authority on the <br />Relocation Program. The idea was presented at this time because within the <br />first three months after we get the Federal authorization, we will have to state <br />how we are going to handle relocation. <br />Since a are going to have to rely on the Housing Authority for relocating part <br />of the people in the housing project anyway, and because they will have reloca- <br />tion problems before we will in connection with the housing project, we would <br />greatly benefit from a joint setup between the two commissions. <br />A Housing Evaluation Form was shown, and approved, along with the hiring of <br />a Housing Inspector. The Housing Inspector is to work under the supervision <br />of the Building Commission, but his salary (approximately $100 per week) is to <br />be paid by the Commission . <br />Also, Mr. Sucher expressed the desire to set up a Relocation Service where <br />all people displaced by government action would receive this aid. The Federal <br />Government would advance funds for the work caused by renewal projects, <br />and the City would pay for the rest, such as highway work, etc. A full time <br />Reloca ion Office would have to be established in the beginning of the project <br />execut' n stage. <br />If organization of such a staff is authorized by the Redevelopment Commission <br />and the Housing Authority, then in turn, Mr. Sucher and Mr. Dickinson will <br />work up plans to be submitted. The submittal will have to be made as a part of <br />the Relocation Report in September, three months after the planning advance <br />is authorized. <br />However, Mr. Sucher stated that first we would need the governmental approval <br />to go ahead with the federal funds for the lending of the money to do the planning, <br />and then the Combined City Relocation Staff, along with the Relocation Service <br />Offices would follow. <br />The <br />:liminary planning stage requires two things: <br />1. Relocation Report <br />2. Proof of eligibility of the Project Area <br />-3- <br />
