2. AP <br />OF ATTORNEY (cont'd) <br />A motion was made by Mr. Place and seconded by Mr. Louis for the appoint- <br />ment of Fred Baer as the Redevelopment Commission's new attorney. The <br />appointment was unanimously carried. Mr. Baer was then notified of the <br />appointment, and it was agreed that his starting date would be as of May 1, <br />and that is retainer fee would be $100 per month. <br />3. SURVEY & PLANNING APPLICATION <br />Mr. Sucher stated this is the application we submit asking the Urban Renewal <br />Administration to advance the Commission the necessary funds to do the planning <br />work on the Sample Street project. We could use local funds now, and then <br />be reimbursed 2/3 by Federal funds, or else we could apply for the advance <br />direct to the Federal people. The fact was mentioned that the federal advance <br />would no cover the complete budget. <br />Mr. Sucher favored a federal advance because if, for some reason, the project <br />would fall through, and we had gotten the advance from the Federal rather than <br />the City, then the City would not be out a penny, and only U.R.A. would stand <br />the loss. He stated the Mayor was also in favor of applying to the Federal <br />Government for the advance. <br />The funds would probably be available after July 1, the new fiscal year. If <br />applicati n is made by late May it will be in time to receive the funds. The <br />total for the entire planning stage, including both the preliminary and final, <br />will be a proximately $137, 000. Of that, appraisals alone will run approxi- <br />mately $ 5, 000, as three separate appraisals are necessary for each piece of <br />property. <br />Mr. Sucher stated that a resolution will be needed from the Commission <br />authorizing the filing of a Survey & Planning Application and a Capital Grant <br />Reservation Application for approximately $1,800, 000. This will then be taken <br />up with the Council. The exact amounts will be determined after conferences <br />with the Federal people. <br />An Assistant Renewal Director and Planner and a Housing Inspector will be three <br />additional members to the staff that will be necessitated by this project work. <br />They will also be included in the Federal request. <br />After a brief discussion, Mr. Williams made a motion approving the resolution <br />for the filing of the Survey & Planning Application to the Federal Government <br />covering the preliminary and final planning stages, and the Capital Grant <br />Reservation Application. Mr. Louis seconded same, and all were in favor. <br />-2- <br />
