a. Summarize methodologies o calculate baseline utility consumption. <br />Post -Retrofit Consumption will be measured and verified according to the Measurement and <br />Verification (M&V) plan determined for each ECM implemented. First, we will focus on the term, <br />Baseline Energy Consumption. In order to establish an energy consumption baseline that can <br />be agreed upon, Ameresco will work closely with City personnel to determine each facility's <br />existing energy and water consumption. Some of the data that has been previously used to <br />establish an energy consumption baseline include: <br />Utility bills (gas, electric, water, steam) <br />Operational data (e.g., boiler logs, chiller logs, other documented equipment operating <br />practices, documentation of significant equipment problems or outages) <br />Building simulation models (e.g., DOE 2, a building simulation program developed by <br />Lawrence Berkeley Laboratory for the Department of Energy) <br />Pre -retrofit measurements of on -site equipment (e.g., kW on pumps, fans, chillers, <br />lighting fixtures, etc.) <br />Short-term metering of energy usage <br />Long-term metering of energy usage <br />Occupancy type, density, and schedules by building. <br />Space conditions for each operating period and season by building <br />Equipment inventory by building <br />In addition, Ameresco will use mutually agreed -upon assumptions or stipulations of parameters <br />that are universally used for baseline establishment. It is important to properly record data used <br />in the baseline determination and the details of each ECM for future reference in the M&V Plan. <br />Documentation will be prepared in a fashion that is easily accessible by Ameresco, City of <br />South Bend, and any additional reviewers. Baseline documentation typically includes audits, <br />surveys, inspections, and results of any measurements or metering activity. <br />Four M&V options are defined in the guidelines for how savings can be transparently, reliably, <br />and consistently determined in a manner that enables independent verification. <br />The four M&V options are summaries below: <br />Ciity of South Bernd —August 27, 2019 30 11.
