It is the customer's <br />responsibility to provide nonhazardous access to the meter and/or <br />remote register when called on by the Utility. <br />B. :Estimated. Billing <br />The Utility may estimate the bill of any customer for good cause, <br />including, but not limited to: request of customer, inclement weather, <br />labor or union disputes, inaccessibility of a customer's meter if the <br />Utility has made a reasonable attempt to read it, and other <br />circumstances beyond the control of the Utility. <br />In cases of unauthorized use of water or fraudulent usage, due to <br />tampering or similar circumstances, the customer may be assessed <br />charges based on: <br />1. Estimated usage for the period of unauthorized usage; and/or <br />2. May be charged an unauthorized usage fee, pursuant to Section <br />VI. UNAUTHORIZED USE OF WATER SERVICE. <br />C. Maximum Sewage Chase <br />A maximum sewage charge is the maximum consumption total that a <br />domestic and residential sewage user will be billed monthly for sewage <br />charges during the year. The purpose of setting a maximum sewage <br />charge is to provide financial relief for domestic/residential customers <br />who sprinkle their lawns. <br />The sewage maximum amount is created by calculating the average <br />water consumption used during each billing cycle's winter quarter <br />period. Averages resulting in fractions of one hundred cubic feet (lcco <br />shall be raised to the next whole number of one hundred cubic feet <br />(lccf). Maximum sewage charges will be reestablished every year for <br />all applicable accounts. <br />For accounts, such as new customers, where insufficient historical <br />usage exists to establish a sewage maximum, the maximum sewage <br />charge shall be determined by equivalent single family dwelling unit <br />charge of seven hundred cubic feet (7ccf). For apartments, the <br />maximum will be set at the product of the number of units and the <br />single family dwelling unit charge (# of units x 7cco. <br />The maximum sewage charge shall only apply to each property used as <br />a residence, including apartment complexes and certain institutions. <br />D. Payment <br />Each bill shall be due on the indicated date and payable at the <br />customer service office of the Utility or at such other places as may be <br />designated by the Utility. At least seventeen (17) days will be allowed <br />from the expected mail delivery date until the due date indicated on <br />
