Board of Public Works, City of South Bend, Indiana. Gentlemen: - The River Park Civic Association representing all the people of River Park, respectfully submit the following grievances to our' present Gas Lighting System. Evidently the C,as Control in Raver Park is not adequate enough to supply the street lights and residence and domestic use, we do not realize more than 50% of the candle power installed and the same is tsu a in the domestic use. The trapping of the pipes, freezing and other defects, give us less than 50% efficiency of lights - Installed. Many more lights are absolutely needed which can not be provided, because no gas mains reach certain'dist..ricts, and the lights are very poor at the best. We emphatically`requ est the annulment of said Contract with the Welsbach Lighting Company of America, and ask that you give us Electric Lights' in their stead. We understand an underground Electric Light System can be installed at 30% less cost, and 40% more efficiency at the same amount in total, that the City is now paying. Obenchain representing the New'Jersey Indiana and Illinois Railway Company with Mr. T. D. Hines President of the New Jersey, Indiana & Illinois Railway Company appeared before the Board and Riled amended blue print and petition. The Board advised Attorney Obenchain that if the New Jersey, Indiana &.Illinois Ry. Company would give a strip of ground 14 foot wide from present East and west Alley to Fisher Street along Lot 5820 that the Board wouhdconsider biasing the alley requested to be closed in petition. Attorney Obenchain advised the Board that this matter would be takme up and reported on at a later date. State of Indiana SS. That De Witt Van Buskirk and the New Jersey, Indiana & Illinois Railroad Co any are the owners in fee simple of lots I3dmbered Five hundred and seventy-five (g775 Five Bxndred end sev my -six (576), Five Hundred and seventy seven (577), Five hundred and seventy eight Z578) , Five hundred and seventy nine (579)9 five hundred and eighty (580)9 Five hundred eighty one (581, Five hundred and eigght -seven (587) , five hundred and eighty-eight (588) Five hundred and eighty nine (889) and Five hundred, ninety (590) in Summit Place Third Addition to . the City of South Bend except that part of, said lot now within the right of way of the Grand Tiunk Western Railroad. :2. That said alleyis not now, nor never has been used by the feneral public for 3public purposes; that the use of the same as a means of access o Sample Street would be dangerous and determintael to the public safety. 4. That' the vacation of said alley would be a public benefit.
