Contingency Planning for Emergency Conditions <br />The contingency planning aspects of the wellhead protection rule (327 IAC 8-4.1-8(5)) focus on <br />five primary components: 1) training of local emergency responders, 2) description of the utility's <br />response to contamination, 3) coordination with local emergency responders, 4) identification of <br />alternate sources of water, and 5) notification of critical water users. These basic components <br />are also necessary in the system's overall emergency response plan. <br />To address the 5-year update requirements, we will review the South Bend contingency plan, <br />overall emergency response plan, and vulnerability assessment. We will work with your LPT and <br />appropriate local responders to compile an update to the wellhead protection contingency plan, <br />including: <br />a. Discuss any changes in procedures to be used in emergency response to leaks, spills, or illegal <br />discharges <br />b. Document information provided to local responders, including: <br />i. Wellhead protection area boundaries <br />ii. Names of system operators and other contacts in case of an emergency <br />iii. 24-hour telephone numbers for emergency responders, hospital, and water supply <br />owner/operator <br />c. Document previous local responder training(s), and, if necessary, assist in facilitating a <br />responder training session. <br />6. Local Planning Team Support <br />American Structurepoint staff will assist the City of South Bend in leading a meeting with the <br />local planning team. In this, we will assist in leading and initiating relevant discussions and needs <br />for the wellhead protection group. We will prepare an updated list of LPT members, meeting <br />agendas and minutes from current and past meetings, and incorporate this information into the <br />5-year update submittal. <br />7. Public Outreach and Education <br />American Structurepoint staff will assist South Bend in creating a useful public outreach <br />pamphlet or informational insert that can be used for citizen awareness of drinking water well <br />protection. <br />8. Prepare the IDEM Phase II Five -Year Update Survey (form 53796) <br />American Structurepoint will complete the IDEM Phase II 5-Year Update Survey form and <br />assemble all necessary supporting documentation. We will provide a draft copy of the form and <br />supporting documentation to South Bend for review and comment, make revisions as needed, <br />and submit the documentation to IDEM for review. Throughout the IDEM review process, we <br />will assist South Bend in responding to reviewer questions and comments, as needed. <br />
