The Honorable Pete Buttigieg <br /> August 7, 2012 <br /> Page -2- <br /> development of a position announcement for the vacancy,setting forth a description <br /> of the city,the department,the characteristics of the candidate sought and the <br /> minimum qualifications. <br /> SPP staff will develop this material at no charge to the city. <br /> 4. Placement of the position announcement in web-based policing organization forums <br /> and (in shortened form) in select newspapers. <br /> Expense to the City for newspaper advertisements (such as in the South Bend <br /> Tribune,the Indianapolis newspaper and a Chicago newspaper. Advertisement will <br /> also be placed in Police Beat,a policing newsletter. The position will also be sent to <br /> the membership of the Police Executive Research Forum (PERF), International <br /> Association of Chief of Police (IACP), National Organization of Black Law <br /> Enforcement Officials (NOBLE) and the Hispanic American Police Command Officers <br /> Association (HAPCOA). <br /> S. For applications received, evaluating them against the minimum qualifications. <br /> No charge;will be done by SPP staff. <br /> 6. Requesting qualified candidates to answer four questions and evaluating those <br /> answers blindly (without names attached). <br /> Evaluations of the responses will be done by SPP staff members without charge and <br /> with a Selection Committee appointed by the Mayor and a few police professionals. <br /> For the police professionals,some might require an honorarium with total expense <br /> to the city overall of no more than$1,500. <br /> 7. Review of qualified candidates against their experience relative to the needs of <br /> South Bend; identification of the twelve or so most qualified candidates by the <br /> Selection Committee. <br /> Done by SPP staff; no charge and several chiefs of police <br /> 8. Review of the candidate answer scoring and resumes selecting 12 or so candidates <br /> for telephone interviews. <br /> Done by SPP staff and several chiefs of police and some members of the Selection <br /> Committee. Honorarium for Chiefs participating chiefs in the phone interviews will <br /> be no more than $2,000 total. Telephone charges will be about$100. <br /> 9. From these telephone interviews,the Selection Committee will select six or seven <br /> candidates to come to South Bend for in-person interviews. SPP will undertake an <br /> initial background check for each of these candidates to obtain a picture of past <br /> issues they may have had. <br />
