OMMMMEM <br /> Box 577 <br /> West Tisbury, MA 02575 <br /> August 9, 2012 <br /> The Honorable Pete Buttigieg <br /> Mayor <br /> City of South Bend <br /> Suite 1400 N <br /> 227 West Jefferson Blvd <br /> South Bend, Indiana 46601 <br /> Dear Mayor: <br /> As we have previously discussed, I am willing to provide assistance to the City of South <br /> Bend in its search for a new Chief of Police on a generally pro-bono basis. 1 have been living <br /> in South Bend with my wife for much of this year so she could be close to her father,who is <br /> 99 years old. Since I am in the City, I feel I ought to contribute to some of the city's needs <br /> related to my professional field. <br /> This letter outlines the proposal for this assistance. My firm,based in Massachusetts,has <br /> managed a number of police chief search processes over the years. <br /> The process we recommend South Bend use in the search for the Chief of Police would have <br /> the following elements: <br /> 1. Collection of information on the Police Department and South Bend Community. <br /> No charge; information required will be identified and city and Police Department <br /> so notified. Collation of material will be undertaken by SPP staff <br /> 2. Interviews with police employees and citizens regarding their perceptions <br /> regarding the characteristics sought in the new Chief of Police and the issues in the <br /> department the new Chief should address. <br /> No charge. I and my staff will conduct some in-person interviews with police focus <br /> groups and command staff; staff will conduct telephone interviews of selected <br /> community leaders and a diverse group of others identified by the Mayor's Office. <br /> We recommend that the City hold a Town Hall meeting soliciting community input <br /> to the selection process, providing the public to express their views on the above <br /> questions. While I would assist in facilitation of this session, I recommend that the <br /> City use Robert Stewart, a consultant who works with our firm and has run a <br /> number of such meetings with great success. Mr. Stewart's fee and expenses would <br /> have to be borne by the City, and are estimated at no more than$1,600. <br /> 3. Development of a Job Description for the position based on these interviews, <br /> current best practices and recommended accountabilities for the position.And <br />
