SCOPE OF SERVICES UPDATED MARCH 18, 2019 The City of South Bend proposes to proceed with the School Zone Flashing Beacon and Sign Upgrades Project, Des. 1801240. Shrewsberry and Associates will enter into a sub contract with Green 3, LLC who has been charged in complying with the National Environmental Policy Act (NEPA) and all related federal, state, and local laws in accordance with the most current INDOT regulations. Project f cope Based on project information received on February 15, 2019 and February 25, 2019, this project involves the upgrade of existing signage that will Include the installation of school zone flashing beacons at and near 39 schools in South Bend. Assumptions for Green 3, LLC"s Scope of Services: PCE • All work will occur within existing right-of-way. • The project will fall under the criteria for a Programmatic Categorical Exclusion (PCE) environmental document. • No onsite project meetings will be required; all coordination and communication will be via email and phone. • Limited Red Flag Investigations (RFIs) only will be required; for the purposes of this proposal, it is assumed that up to 30 RFIs will be required. Due to the number of environmental sites of concern surrounding the schools, research of the Indiana Department of Environmental Management (IDEM) Virtual File Cabinet will be necessary to meet the requirements of the Indiana Department of Transportation Site Assessment and Management (INDOT SAM) for RFIs. • No waterway permits will be required. • No impacts to Section 4(f) resources will occur. • No tree removal will be required, and therefore the project will result in a No Effect or Not Likely to Adversely Affect (without minimization/avoidance measures) to endangered species, including bats. Section 106 Review - MPPA, Category B • Based on current project information, this project will fall under the Minor Projects Programmatic Agreement (MPPA), Category A.
