CITY OFSOUTH BEND OFFICE OF THE CLERK
opening and what was closing, and of course, the provision of bus services by the School
Corporation was essential to all of that as well as the City opening the Charles Black Center. So,
there were a variety of different people that participated in all of that. I'm happy to answer any
other questions on the information on there. I asked if David Vanderveen could be here today, but
he was not available.
Committee Chair Broden stated, I'm fine, if you would like to just go on additionally on the rest.
Ms. Meyer stated,There are a couple of things of interest that should be noted. One(1)is that, you
know, part of what we're trying to do in addition to the Weather Amnesty and Gateway situation
is create more permanent supportive housing units within the community. That is done in one (1)
of two (2) ways, either with private landlords who agree to have a relationship with a service
provider, and, to that end, we've had two (2) new landlords, if you will, that have come into the
community. One(1) is Cedar Glen Apartments on Jefferson and the other is Milliken Building on
Carroll Street. They are both in conversations with the Center for the Homeless. The owners of the
Cedar Glen are actually having other permanent supportive housing units within the State they
have also developed. So, they understand the need. Their issue is more that they are pursuing a
particular tax credit project for funding. That may require leasing to be done in a way that is
different from what the HUD Funds to the Center require the Center to do. So, that is why they are
having those types of conversations.
Councilmember Jake Teshka arrived at the meeting at 4:05 p.m.
Committeemember John Voorde asked, Where is that?
Ms. Meyer replied, It is right east of St. Anthony's, on the corner of 26th Street and Jefferson.
Ms. Meyer continued, The other is that the City, Oaklawn, and South Bend Heritage are doing
another team development project with the Corporation for Supportive Housing Institute. That was
a competitive application that South Bend Heritage submitted. The Institute defines the type of
housing focuses that you can apply under and they applied under chronically homeless. So, the
good thing that is a little bit different about this one (1) than the last one (1), which resulted in
Oliver Apartments, is that there is already reserved money at the State Level for that project. It is
not, necessarily, a competitive application. It may not be all you need, and you may have to seek
other funding, but you do have, as an applicant coming in, a reserve and a good amount of
resources. No details have been defined yet and we just had one(1) session. It could be anywhere
from ten (10)to twenty-five (25)more units. It just depends.
Councilmember Sharon L. McBride arrived at the meeting at 4:06 p.m.
Committee Chair Broden asked, When is the deadline on that, for the submission?
Ms. Meyer replied,The actual application was already approved, then, you go to the sessions. The
sessions are March, April, May and June. In June, we do a final presentation to many of their
funders who may be interested in participating in the project and then, after that, I'm not really
sure of the timeframe that is imposed by the funding. That is something we find out as we continue
with the sessions.
EXCELLENCE ACCOUNTABILITY INNOVATION INCLUSION EMPOWERMENT
455 County-City Building 227 W.Jefferson Bvld South Bend,Indiana 46601 p 574.235.9221 f 574.235.9173 I 10574.235.5567 www.southbendin.gov
2
