' <br />The Design Guidelines may be reviewed and revised as <br />necessary by Redevelopment Commisison action. <br />' <br />F. <br />Building Permits <br />No permit shall be issued by the South Bend Building <br />Department for the construction of any building in the <br />project area or the reconstruction, alteration, or re- <br />habilitation of any building in the area unless the <br />application for such permit shall bear an endorsement <br />by the Committee that such proposed construction is <br />appropriate and conforms to the standards set forth in <br />The Monroe - Sample Design Guidelines. <br />' <br />G. <br />Review <br />All development plans filed hereunder shall be accompanied <br />' <br />by preliminary and final architectural plans and /or engin- <br />eering drawings and specifications for the work involved. <br />Such plans shall be reviewed for compliance with the stand- <br />ards and objectives of the Development Plan and Design <br />Guidelines. Within thirty (30) days from and after the <br />date on which a Development Plan is filed with the Commit- <br />tee, Saturdays, Sundays and legal holidays excluded, the <br />Design Review Committee shall submit its recommendations <br />in writing to the Redevelopment Commission, stating in the <br />case of a disapproval, the reasons therefor, and a copy of <br />such recommendation shall be given to the applicant(s), the <br />Building Department and the Executive Director of the St. <br />Joseph County Area Plan Commission. In addition, the Com- <br />mittee shall indicate what modifications in plans or speci- <br />fications are necessary to accomplish compliance. <br />' <br />H. <br />Amendments to Disapproved Plan <br />Within not more than thirty (30) days after a disapproval, <br />' <br />the applicants filing a Development Plan which has been <br />disapproved, may file with the Committee an amendment to <br />such plan or an amended plan which shall be limited ex- <br />clusively to changes made necessary to accomplish compliance <br />' <br />with the grounds for disapproval stated by the Committee. <br />An amendment or amended plan shall be approved or disapproved <br />within not more than thirty (30) days after filing thereof. <br />' <br />I. <br />Prevention of Speculation <br />Purchase contracts will provide that the redeveloper agree <br />that his purchase of the property is for the purpose of re- <br />development and not for land speculation. Prior to the com- <br />pletion of his redevelopment project, the redeveloper may not <br />sell, lease, or otherwise transfer such land (or improvements) <br />without the prior written consent of the City of South Bend, <br />Department of Redevelopment. <br />i <br />7 2/2/81 <br />
