IV. MONROE- SAMPLE DESIGN REVIEW COMMITTEE <br />In order to achieve a high level of design and insure a feeling <br />of continuity throughout the development area, a Monroe - Sample <br />Design Review Committee is hereby established. The following <br />paragraphs explain the makeup and duties of that committee. <br />' A. Establishment of Committee <br />d <br />0 <br />fl <br />J <br />A Monroe - Sample Design Review Committee of five (5) members <br />shall be established consisting of the Executive Director <br />of the Department of Redevelopment, who shall serve as Chair- <br />man of the Committee, the City Engineer, the Director of the <br />St. Joseph County Area Plan Commission, the City Building <br />Commissioner, and one (1) member appointed by the Redevelop- <br />ment Commission. <br />B. Terms <br />Members of such Committee shall serve without pay for the <br />duration of this Development Plan. Vacancies occurring <br />through death, resignation or other causes, shall be filled <br />for the unexpired term in the same manner as original <br />appointments. <br />C. Rules <br />The Committee shall adopt such rules and procedures as are <br />necessary to conduct its business. Among other things, such <br />rules may provide for the dates and times of meetings and <br />hearings. <br />D. Powers and Duties <br />The Committee shall function in an advisory capacity to the <br />Redevelopment Commission. It shall review the proposals of <br />the developers from the point of view of architecture, site <br />planning, open space and other applicable considerations, <br />and for compliance with the standards set forth in the Monroe - <br />Sample Design Guidelines. In exercising these duties the <br />Committee shall follow the procedures and act within the <br />limitations established in subsequent sections. <br />E. Design Guidelines <br />The Redevelopment Commission shall, by Resolution, adopt <br />a set of Design Guidelines for use by developers as they <br />are planning their project. The Monroe - Sample Design <br />Review Committee will base their recommendation to the <br />Redevelopment Commission on how well the proposals have <br />followed these guidelines. <br />0 <br />2/2/81 <br />
