PROJECT UNDERSTANDING <br />In 2018, the City of South Bend successfully applied for funding for <br />the design of school zone flashing beacons at 39 different schools. <br />The purpose of these beacons is to improve safety in school zones <br />by better alerting motorists to reduced school zone speed limits. <br />Improved compliance by motorists results in improved safety for all <br />roadway users during school arrival and departure periods. <br />Shrewsberry is the most experienced consulting engineer in Indiana <br />for this type of work. Drawing on our past project experience, we know <br />that a review of the city's ordinance on school zones will need to be <br />performed. A school zone ordinance should define the school zone <br />area, specify school speed limits, and support limiting the school zone <br />speed to arrival and dismissal periods. Shrewsberry can help to modify <br />an existing ordinance, or write a new ordinance, for these purposes. <br />Once installed, Shrewsberry will help the city establish a plan for what <br />agency, department, or personnel will be responsible for maintaining <br />the calendars and schedules for the school flashers. Shrewsberry <br />currently provides this service for the City of Indianapolis, where the <br />variety of school systems and schedules makes for a formidable task. <br />Due to the nature of the project, there are limited right of way and <br />environmental concerns. Paired with Shrewsberry's experience on <br />these types of projects, this can mean a condensed design process and <br />construction as soon as funding is available.
