Our personnel will use the <br />learned from those past projects to successfully <br />4eliver this project for the City of South Bend. <br />Defining the School Zone: <br />Shrewsberry's traffic engineers will review the City of South Bend's municipal <br />code and Safe Routes to School Study for existing school zone ordinances/ <br />requirements. 5hrewsberry can assist in drafting an ordinance that allows for <br />engineering judgement in setting a school zone.This allows for things like <br />lengthening the school zones when located near a major intersection or to <br />avoid placing flashers in front of residential properties. <br />Determine Priority Locations for Flashers vs. Regular Signs: <br />Some schools may not require flashers or dedicated school zones. For <br />example, Darden Elementary School is located in a residential neighborhood <br />where posted speed limits are already at, or below, 25 MPH. Instead of school <br />zone flashers, static signs can be used to define the school zone. Additionally, <br />Wilson Elementary School has a frontage along State Route 2 which lacks <br />pedestrian facilities. This school may receive different treatment than a school <br />with pedestrian activity. Shrewsberry can work with the city to determine <br />where cases such as these apply, and possibly save the city money in design <br />and construction costs. <br />Environmental Requirements: <br />Green 3, LLC will research and evaluate the existing conditions of the project <br />area using online research early in project development to determine the <br />level of effort required to achieve federal and state environmental and historic <br />resource compliance. By identifying sites of concern early in the process, Green <br />3 staff will help the design team and the City to determine the best locations <br />for school zone flashers that will have the least amount of impacts to resources <br />while still meeting the goals of the City to improve pedestrian safety around <br />school zones. With historians and ecologists on staff, Green 3 can complete <br />all environmental and historical services in-house, thus streamlining the <br />environmental and historical review process. <br />Power Source: <br />Flashing beacons can be solar powered or hard wired. A clear view from the <br />flasher to the south and west horizons are required for optimal solar charging. <br />The weather and duration of the flash time also factor into the performance of <br />solar charging. Allowing for both types of power sources in a bid can help to <br />save the city money in construction costs. <br />Programming of Calendars: <br />Multiple options are available for how to program each school's calendar <br />into the applicable school flasher. Consideration should be given to the <br />need to reprogram each school flasher each year. Shrewsberry has in-depth <br />knowledge of available programming products, programming software, and <br />materials to provide the best product for the City of South Bend. <br />Spare Parts: <br />The City of Indianapolis chose to include a spare parts package in their bid. <br />While spare parts are not eligible for federal funding, including these items in a <br />competitive bid process may result in lower costs for a maintenance stockpile. <br />SHREWSBERRY & ASSOCIATES 7 CITY OF SOUTH BEND <br />
