Her experience in traffic <br />engineering includes traffic impact studies, traffic signal warrant studies, speed <br />studies, traffic data collection and traffic forecasting. Safety analysis and remediation <br />is another area of her expertise. In addition, she has been involved with public transit <br />planning and amenity design. <br />RELEVANT EXPERIENCE <br />School Flashers <br />City of Indianapolis Department of Public Works - Indianapolis, IN <br />Project Manager for this effort to upgrade school speed zone and crosswalk signs to improve compli- <br />ance by drivers and safety for students. Previously, Indianapolis school zone speed limits were in effect <br />from 7:00 am to 4:30 pm, school days. The upgraded signs are in effect"when flashing" and include two <br />amber flashing beacons per assembly. New crosswalk signs were installed along with Rectangular Rapid <br />Flashing Beacons (RRFB), which are activated by the pedestrian. Phase 1 included — 200 sign assemblies <br />at 75 schools constructed in 2016. The second phase included — 260 sign assemblies at 95 schools and <br />was also constructed in 2016. The third phase includes — 135 flashers at 40 schools and was constructed <br />in 2017. Phase 3 also included upgraded communications hardware in the speed flashers for all three <br />phases. Shrewsberry was responsible for researching and programming flashers for the 2016-2017 and <br />2018-2019 school years. <br />Bloomington School Zone Flashers <br />City of Bloomington - Bloomington, IN <br />The City of Bloomington received HSIP funding for the improvement of school zones and school <br />related pedestrian crossings throughout the City of Bloomington. This project seeks to replace static <br />signs with flashing beacons to improve driver awareness of school zones, as well as add and update <br />various static signs near the school zones to meet current Indiana Manual on Uniform Traffic Control <br />Devices (IMUTCD) standards. These signs will primarily focus on school zones and pedestrian crossings. In <br />addition, this project will upgrade pedestrian crossings within the vicinity of the school zones. Jill is the <br />Project Manager responsible for the engineering and design work for this project. The estimated letting <br />for this project is December 11, 2019 and it has an estimated construction cost of $500,000. <br />Pedestrian Signal Head Replacement <br />City of Indianapolis Department of Public Works - Indianapolis, IN <br />Project manager responsible for the funding application and thedesign and implementation for this <br />project to replace all remaining standard pedestrian heads with LED countdown -style heads. Over 400 <br />intersections and over 2,300 heads were included in the project, for a projected construction cost of $1.5 <br />million. The project was constructed in 2016. <br />School Zone Study <br />Huntington County - Huntington County, IN <br />Project Manager responsible for developing a study to address the county's concerns regarding safety in <br />school zones. The County schools are in rural areas without posted speeds, and the County had no school <br />zone speed ordinance. Jill collected speed data, which provided background data for setting speed <br />ordinances and recommended speed limits and school zone speed limits. In addition, since the existing <br />signage was not in compliance with changes in the Indiana MUTCD, plan sheets were created showing <br />the location of existing and recommended school zone signage. <br />Shrewsberry has been awarded similar projects in Avon, Greenwood and Franklin and will <br />commence design work in 2019. <br />SHREWSBERRY & ASSOCIATES I CITY OF SOUTH BEND <br />
