As with the flasher observed in the field on our site visit, most communities that we have worked with <br />prefer their flashers to utilize two indications that flash alternatively when functioning. However, INDOTs Standard <br />Specification only dictates for there to be one indication. A&F will create a unique specification for the school zone <br />flashing beacons within the scope of this project to utilize the two indication system. Two indications have been <br />preferred by other communities because they are more visible and useful in alerting oncoming traffic that they are <br />entering a school zone. <br />Manual or Radio? School zone flashing beacons are typically turned off during the summer/extended breaks when <br />school is not in session. There are two options for doing this. In some communities it is simpler for someone to <br />manually go into the field and turn on or off the flashers at each location. However, in areas where there are a lot of <br />flashers, many communities have found it more beneficial to use a radio program to control when the flashers are <br />programmed on or off. A&F will coordinate with the City of South Bend to ensure that the best solution for the their <br />community is completed within the scope of this project. <br />Timing. Based on South Bend's ordinance for school zone flashing beacons, it will be possible to set the flashers to <br />work all day or just during the beginning of the school day and the ending of the school day. We have worked with <br />communities that run them from 7:OOAM to 7:OOPM, 7:OOAM to 4:30PM, and even 7:OOAM to 9:30AM and 2:OOPM to <br />4:30PM with no flashing between 9:30AM and 2:OOPM. Based on the City's ordinance regarding school zone flashers <br />and the City's needs, the flashers installed for this project will function at times to best serve the community. We will <br />also work with the City to help ensure that the signs messaging is consistent with what is written in the ordinance. <br />City attorney and police departments as to <br />the desired message for the signs, Some <br />communities limit school zone times than <br />others, so it is important that this is <br />individualized for the community of South <br />Bend. <br />[0]M MOKOW <br />A&F Engineering is excited for the opportunity to work with the City of South Bend on this school zone flashing beacons <br />project to improve the safety surrounding the many schools within the community.
