WE( <br />A&F ENGINEERING I CITY OF SOUTHBEND I SCHOOL ZONE FLASHING BEACONS I DES# 1801240 <br />LOCATION SELECTION <br />As discussed already there are a few things that must be considered when deciding the best placement for school zone <br />flashing beacons. Those include: <br />1. MUTCD Standards <br />2. Power Source — electric vs. solar <br />3. Environmental Document findings <br />4. Visibility <br />5. School Zone Boundaries <br />A&F will also be conscientious of the homes in the area when placing the flashers in order to minimize light pollution <br />from the flashers impacting residents in their homes. <br />RIGHT OF WAY OPTIONS <br />As stated previously, A&F recommends and intends to <br />use GIS information as a cost savings method for <br />survey, but we would also use this method for right of <br />way verification as well. By utilizing GIS data and <br />placing the flashers without performing a full title <br />research, both time and money can be saved by the <br />City. A&F will coordinate with the City during the <br />initial scoping meeting and throughout the project to <br />ensure that not only is cost and efficiency considered, <br />but what will best serve the community and improve <br />safety near the community's schools. Further, if there <br />are property owners that the City is aware that would <br />be sensitive to having a flasher added to the vicinity of <br />their property line, we would work with the City staff <br />on how best to handle this situation, <br />E. Mishawaka Avenue in front of John Adams High School the road is divided. The <br />high school campus continues through the end of the block. <br />Good Shepard Montessori School <br />located at the corner of Jefferson <br />Blvd and Eddy St. There are a lot of <br />trees in the area as well as <br />residential and business properties <br />nearby. Eddy Street is a well <br />traveled roadway, and the addition <br />of flashers in this area will help to <br />improve the safety for students and <br />families in the area, <br />5 <br />
